Decision:

Mr. Eugene Dwyer, Head of Roads Department, Mr. Diarmuid MacDonncha, Senior Executive Engineer and Mr. Paul Browne, Executive Engineer presented the Draft Roads Programme for 2019 which had been circulated to the Members.

 

A general discussion regarding the Draft Programme took place and all the Councillors welcomed the locations listed. The Members thanked the Executive and Staff for work done on completing this Roads Programme for 2019 bearing in mind the limited funding made available to them.

 

The Members proceeded to highlight the following following items for consideration:

  • Cllr. Fallon made reference to N61 Ballymurray to Knockcoghery regarding issues re frozen lands and questioned if there is a time frame when this will be rectified.

 

  • Cllr. Ward stated that roads of South Roscommon are in a deplorable state of disrepair especially when Roads budget has been reduced by €10 m over last few years and requested that a letter be sent to Minister of Environment, Minister of Finance and Minister of Local Government requesting additional funding for the roads explaining in detail to the conditions of the Roads in South Roscommon.

 

  • Cllr. Naughten made reference regarding the distribution of monies to each Municipal District and questioned each allocation to each Municipal District and what is the increase percentagewise across each MD’s in comparison to 2018.  Cllr. Naughten proposed that a letter be sent to the Department seeking clarification on how the money is distributed in the three Municipal Districts. Also needs to be address internally.

 

  • Cllr. Keogh wished that the letter proposed by Cllr. Ward would include Minister for Transport and his commitment to this funding.

 

·         Cllr. Kilduff stated that monies be distributed more evenly throughout the three MD’s

 

  • Cllr. Connaughton requested that when the new Council is formed and before a ruling group is formed for the full Council, the cooperation of the Athlone MD Councillors would be forthcoming unless it was agreed that there would be an equal distribution of funds throughout the three MD’s to reflect the condition of the roads.

Decision:

Cllr. Leyden outlined an urgent need for the progression of the Innovation Centre in Roscommon town. The members gave their allocated party rooms in Áras an Chontae on an interim basis to facilitate ‘The Cube‘ to provide hot-desk spaces to be managed by Westbic.  Cllr. Leyden read a letter addressed to the Chief Executive and signed by all of the elected Members stating that when The Cube moves to the new purpose Innovation Centre when built, the Cathaoirleach’s room and designated party rooms will revert to the members for their use in the facilitation of local democracy.  She added that any proposed change to this arrangement should be in consultation with the members.

 

In reply, the Chief Executive stated that there have been a number of new staff employed work in particular on the Rural and Urban Regeneration schemes as substantial funding has been made available to the Local Authority. We are committed to provide Pop-In spaces for those starting businesses and while we have capacity this will happen but this is not to be misunderstood as a permanent long term space for those currently using the facility. He will be in contact with Westbic regarding the facility and its usage as he had intended to do so.  The management of the space in the headquarters is not a reserved function and the Executive will manage the space in the building in an efficient manner to facilitate carrying out the functions to deliver for the people of Roscommon.  With regard Enterprise Ireland grant funding for the provision of an Innovation Centre in Roscommon town, an application has been made twice and has been unsuccessful to date therefore a Part 8 report has not yet been sent to the members.

The Cathaoirleach, Cllr. Ivan Connaughton thanked the members and executive for their co-operation during his term of office.  He paid tribute to Cllr. Paddy Kilduff, Cllr. Rachel Doherty and Cllr. Michael Creaton for all of the work they had done on behalf of the people of their respective Municipal Districts and the County of Roscommon and wished them well in their retirement. It was a huge honour to be elected to the Council and they will be missed by their fellow councillors. He also wished Eoghan Murphy well in his move from Shannonside Radio to Newstalk FM and thanked him for his coverage of politics in county Roscommon over the past number of years on local media.

 

All of the members thanked the Cathaoirleach for his representation locally, nationally and abroad during his year as the first citizen of the county. He represented the Council with distinction and was a man of the people and he was fair in his dealings with all councillors during his term in office.

 

The members also paid tribute to the three retiring councillors – all of them joined in 2004 and have served 15 years on the Council and were represented on various committees during their term. They served their constituents and communities with distinction and each brought their own qualities to the job. They were all hard working councillors and will be missed. The members also wished them health and happiness in the future.

 

The Chief Executive paid tribute to each of the outgoing Councillor’s for their work on behalf of their communities.  He also spoke of his admiration for those who put their name on the ballot paper to seek election to office and wished all of the members well in the forthcoming election.

 

Cllr. Creaton thanked all of the members and executive for their good wishes. He acknowledged the engineering and office staff who were always helpful and outdoor staff of the Council and for all of their work especially during emergencies. He thanked his fellow councillors and his Municipal District colleagues in particular for their cooperation in working to make the area better for their constituents.

 

Cllr. Doherty thanked the Chief Executive for his kind words and said that her father, and grandfather had served on the Council and said that politics is in her blood. It was a difficult decision to make to retire and she was so proud to represent the area and serve the people of the Boyle Municipal District. She also thanked all of the staff of the Boyle Area in particular and the executive of the Council. She wished all of the outgoing members the best in the forthcoming election as it is going to be a difficult month for them. She paid tribute to Cllrs. Creaton and Kilduff in their retirement. She had a message for the people to respect their local councillor – they are good value and deal with many difficult situations and problems.

 

Cllr. Kilduff thanked the Cathaoirleach, Chief Executive and Management team and the media. He complimented the outgoing councillors Creaton and Doherty on their contribution over the past fifteen years. He mentioned the late Cllr. Gerry Donnelly and his election in 2004 and his finest hour in 2014 when his local area was divided and he lost a considerable portion of his home turf but still got elected. He wished all members the best in the election including Cllr. Keogh as they both shook hands.

 

The Cathaoirleach brought the meeting to a conclusion as he wished everyone well in the local election on 24th May and urged the public to come out and vote.

 

A presentation was made to Cllr. Kilduff, Creaton and Doherty by the Cathaoirleach.

·         Letter dated 21st March, 2019 from Carlow County Council regarding the adoption of the following resolution – “To write to all Local Authorities that are in band 3 appendix 2 for assessing eligibility, based on income, for social housing and requesting support to have band 3 completely removed from the housing regulations that were introduced by former Minister Michael Finneran in 2010. The removal of band 3 would leave just 2 bands and be a much fairer system and give young couples just outside of the social housing income limits in band 3 a chance to get on the housing list”

·         Letter dated 26th March, 2019 from Tipperary County Council regarding a Notice of Motion that was passed calling on the Minister for Justice to introduce a cap on the number of times that a repeat offender can avail of free legal aid.

·         Letter dated 27th March, 2019 from Westmeath County Council regarding a Notice of Motion that was passed – “That Westmeath County Council, in view of the damage that spiralling insurance costs are causing to community groups, voluntary organisations, charities and small business, calls on the government to accelerate its insurance reform programme. In particular, Westmeath County Council calls on the Government to immediately establish a distinct Insurance Fraud Unit within an Garda Síochána, establish an interim Judicial Council which will address excessive awards made in our courts and insist on greater transparency in relation to claims and premiums from Irish insurers”.

·         Letter dated 1st April, 2019 from Donegal County Council regarding the adoption of the following resolution – “The All – Ireland Pollinator Plan is about everyone working together and contributing to making the landscape more pollinator friendly” that Donegal County Council A) Adopt, implement and actively promote the All Ireland Pollinator Plan on council open spaces and parks. B) Provide information, training and distribute pollinator guidelines to rural community groups, tidy towns and community development organisations. C) Devise and deliver a biodiversity action plan for Donegal County Council.

·         Letter dated 12th April, 2019 from Waterford City and County Council regarding the following Notice of Motion – “That Waterford City and County Council recognises the selfless commitment of the Irish Defence Forces (Navy, Army and Air Corps) to the people of Ireland in defence of the nation and in the protection of the internal security of the State. In particular, it acknowledges the role played by the Defence Forces in multinational peacekeeping, humanitarian relief, maritime security and fishery protection. This Council in its support for the campaign for Respect and Loyalty calls on the Government to immediately take action to resolve the issues relating to the pay and conditions of service of Defence Forces Members as they are seriously impacting retention and recruitment”.

Irish Water Connection Charges Policy: Cllrs. Ward raised the matter of the increase in Water and Sewerage connection charges by Irish water effective from 1st April 2019 as approved by the CRU. The charges have increased substantially on what was previously payable.

Members expressed concern that some connection fees had doubled from the previous charging system and if the removal of water charges was in hindsight the right policy as the vulnerable are now being ripped off. There is no funding system for Irish water and young people trying to build houses are bearing these increased charges.

Mr. Lydon informed the members that their Annual Report for 2018 was agreed last week by the Audit committee. The role of the committee is to support the elected council by providing an independent assessment of the activities of the management in controlling the local authority and the quality of the risk management, financial reporting, financial management and internal audit.

 

The Audit Committee charter is reviewed annually and was adopted by the members on 17th December 2019. The Head of Finance briefed the committee on a number of items during the ear and other briefings by staff included a Review of IT Systems Audit, progress Report on VFM and overview of Corporate Risk Register. In conclusion the audit committee was satisfied it had carried out all of its functions and obligations as required in 2018.

The members commented as follows:

·         welcomed the ongoing cooperation between the local councillors from Roscommon and Westmeath and the input of the executive.

·         The outcome of the traffic Assessment will be key to the industrial and commercial lands.

·         A lot of work has been undertaken since the “Save Roscommon Campaign”.  Thanks to the 28,000 people who signed the petition and sent in submissions. The campaign was a win and it will now take a vote of the two houses of the Oireachtas to change the current arrangement

·         Welcome the ongoing cooperation between the two counties

Mr. Martin Lydon, Director of Services, presented the Annual Financial Statement (AFS) for 2018 to the Members for consideration. The statement is prepared in accordance with Statutory requirements governing the production of the AFS for Local Authorities prescribed by the Minister.

 

·         A total of €90m was expended in Revenue and Capital Expenditure in 2018

·         The was no recourse to an overdraft during the year

·         93% of invoices were paid on time

·         The rates collection rate increased from 83% to 86%. The value of €2.5m of rates accounts are yet to be decided by the Valuation Tribunal.

·         Planning Legal costs of €200k have to be provided for in respect of the High Court Appeal for the Anarobic Digestor hearing

·         There has been substantial work completed on unfunded balances

·         37% of our income is derived from state grants and subsidies (€7m from the equalisation fund)

The letter should also request that legislation not include the imposition of a 75 year closure of all records pre 1978. This motion is to be circulated to all Local Authorities.

Decision:

Mr. Lydon outlined the over and under expenditure for the year in the expenditure divisions and highlighted the following:

Housing: Increase in costs for the RAS and Leasing Programme, creation of a €300k provision for housing voids programme and an increase in expenditure in housing grants

Roads Transportation and Safety: Increase in expenditure in public lighting and increased spend in regional and local roads resulting in net overspend of €355k

Development Management: Net overspend due to increased planning costs, increase in expenditure on the SICAP Programme, and increased expenditure in Community and Enterprise

Environmental Service; There was a surplus of €33.9k recorded due to additional income from landfill aftercare costs and civil defence operational costs. This additional income was offset against the purchase of new fire engine

Recreation and Amenity: the net position was a deficit of €590k due to running of leisure centre, expenditure on the Creative Ireland Programme and the €500k towards construction of the Arts Centre.

Miscellaneous Services: the overall net position was a surplus of €1.45m due to additional income from NPPR and the Lansdowne Road Agreement. Provision was also made for election costs and future rates adjudication by the Valuation Tribunal.

 

Overall a surplus of €6,465 was delivered for the financial year.

Consideration will be given to making this site safe under the Derelict Sites Legislation.

 

Cllr. Naughten welcomed the reply as this situation has been ongoing for some time  and there is concern that the hoarding that is in place could cause damage on the busy regional road. It is concerning that this is a private site and any costs to the Council should be sought from the developer.

“That Roscommon County Council name all roundabouts in the county after historic people and attractions that are associated with County Roscommon. This would be of major benefit to the promotion of cultural and historical tourism, particularly as we endeavour to increase the footfall of tourists visiting County Roscommon under 'Ireland's Hidden Heartlands'. There are currently 19 roundabouts in the county (7 in Roscommon Town, 4 in Creagh, 4 in Monksland/ Bogganfin, 2 in Boyle and 1 each in Cortober and Strokestown.”

 

The Meetings Administrator read the following reply:

 

The Roads and Transportation Department is currently assessing road signage throughout County Roscommon in order to prepare a signage improvement programme, funded under the current budget. The naming of all roundabouts can also be considered under this programme and an assessment of the costs involved will be carried out.

It should be noted that approval of the TII must be sought in relation to naming roundabouts. The Department Traffic Signs Manual states that the naming of roundabouts is used principally to assist in guiding and directing traffic and names used should bear some geographic significance to the location of the roundabout. 

 

Cllr. Connaughton said that the time is now opportune to name the roundabouts in the county after historic places or famous Roscommon people. This could tie into the Hidden Heartlands tourism initiative but some thought must be given to how the names are chosen.

 

The members welcomed and supported the motion.

 

The Director of Service Mr. Shane Tiernan advised the members that initial observations indicate that it could cost €1,500 to €2,000 per roundabout to install signage. A reasonable level of public consultation would be required for the naming process. He confirmed that he will commence the process under the signage improvement programme and revert to the SPC to progress the project.

The letter should also be circulated to the President of the GAA, Mr. John Horan and the Director General, Mr. Tom Ryan and the Roscommon County Board.

"That Roscommon County Council re-instate Social Housing Rent Caps for all tenants who are in receipt of a state benefit, allowance, subsidy or supplement in line with other Local Authorities." 

 

The following reply was read by the Meetings Administrator: 

 

The maximum rent cap was removed after discussions with the Housing Strategic Policy Committee and was implemented to:

·         encourage optimum use of local authority social housing stock;

·         facilitate the allocation of social housing to applicants who qualify for social housing and can’t afford to rent property on the open market; and

·         address inequities with regard to household income and applicable rent.

The Differential Rent Scheme means the maximum rent that is paid equates to 18% of all income.  In general, households with incomes of € 32,000 or less are not affected by the removal of the rent cap.  The Differential Scheme also includes a Hardship clause, should applicants wish to apply.

 

Cllr. Leyden spoke on her motion:

·         There is a new National Framework for Differential Rent scheme being developed by the Department whereas at present each Local Authority approves its own scheme which is unfair. There will be a transitional phase for this nationally.

·         The removal of the cap in Roscommon has had an unexpected negative affect financially  for some families and in some cases rents have increased up to 100%.

 

Cllr. Leyden was proposing to amend the motion to state that the Council introduce a rent cap whereby there is a maximum increase of €25pw or 25% increase of the 2018 rent, whichever is the lesser – this is in line with the Westmeath model. This should be a one year transition and tenants should not have to be making a plan to pay back arrears.

 

Members spoke in favour of the motion as follows:

 

·         There appears to be a larger contingent of people affected than was originally thought.

·         The hardship clause is not being utilised by tenants.

·         There was considerable discussion on the matter at the SPC last year but the figures on how many people would be affected and to what extent was not available at that time.

·         The rent increase should be referred back to the Housing SPC for consideration with all of the figures made available.

·         Need to review rent on annual basis going forward.

·         Need to take into account those on disability or social welfare

 

 

Mr. Martin Lydon, Director of Services confirmed that the last rent review took place in 2015 and would welcome and fully engage with a new National scheme. The D.R. scheme is based on income and the onus is on tenants to inform the council of any changes to income but rarely does this happen. This is a progressive scheme based on income and the Council deals with its tenants in a fair and considerate manner.

He outlined the figures of 68% of rents assessed led to less than €40pm increase; 75% - €80 or less pm; 82% - €100 or less pm and 217 tenants moved off maximum rent. The rents are also based on 18% of income figure.

While the Members welcomed the LIS scheme and the work that had already been done, they expressed disappointment with the reply as it discriminates against some people who live on roads that are not entitled to grant funding. Many of these roads have only one house or farm and the scheme must address this as upgrade work is only necessary every 10 – 15 years. Failure to include all roads in need of works will lead to a situation whereby Roscommon County Council will be forces to take these roads in charge.

The Director of Services, Mr. Shane Tiernan stated that the Council are obliged to comply     with the memo from the Department. There has been significant works carried out as a

result of the reopening of the scheme with 56 projects completed from the €300,000    

funding received to date. He has written to the Department regarding turf cutting season.

He suggested that the Roads and Infrastructure Department will assess the work that can be done for the grant funding and revert to the relevant SPC regarding the reopening of the scheme.

The Cathaoirleach welcomed Mr. Sean Fleming, Project Worker with The Quad Youth Project Foróige to give a presentation on Roscommon Youth STEAM Project.

 

Mr. Fleming outlined the progress of the project and their ambitions for the future. He detailed the many and varied projects that are provided in the Quad centre for youths up to age 18 with particular emphasis on STEM:

 

·         Leadership for life, LGBTQI+ Group, Letter to President group, Career Fair, Tus Nua Community Art Group

·         CAMHS Transition Programme, Photography and Film Making, Comic Book Making, Science Experiments, Youth reach, Makerfest, Gaming Workshop, Sound surfers, Makey Makey and Quad Coding events in the Quad

·         Trips were undertaken to Techfest (Google) XHale filmmaking in Helix, Dublin

·         In Strokestown events were organised in the Library for science week and Engineers week

·         There have been intercultural events, Electronics/Engineering programme

·         In Ballaghaderreen a Lego Club and Comic Book club, Coding club and darts club events were organised.

·         In Castlerea Comic Book, Darts and Coding sessions were organised.

·         In Boyle Darts, Bike and water Safety and Photography sessions took place

·         There have been a number of volunteers training sessions throughout the county in twenty four different types of events

 

The members welcomed the presentation and queried

·         Are there any plans to open a similar project in South Roscommon Area?

·         Coding should be considered on primary and Secondary school curriculum.

·         The development and use of The Quad is welcomed and all projects that involve youth are to be welcomed

 

In response Mr. Fleming welcomed the feedback and acknowledged the need for similar projects in other areas of the county but at present he is at the limit of what he can achieve on his own and said that a second similar position would be needed to expand the services.

 

The Chief Executive welcomed Sean and compliments the work being done with the youth of the county and he looks forward to a future update.

The Director of Services, Ms. Majella Hunt presented the list of Tidy Towns and Amenity Grants recipients for 2019 to the members for approval. There were a total of €60,000allocated to 87 applications including 16 new applicants with priority given to the Tidy Towns, Development Associations and local Sub Aqua clubs. 

 

The members welcomed the allocations and fair administration of the scheme. They agreed that the value to the county of the work carried out by the volunteers of the groups is incalculable. There was concern expressed that the Athlone MD appeared to have received only 25% of the total allocation.

The Chief Executive, Mr. Cummins informed the members that a submission on the Draft Regional Spatial and Economic Strategy (RSES)for the Northern and Western Region was made on 8th February and there is a significant issue to be brought to the Members’ attention.

 

Mr. Martin Lydon highlighted the issues raised in the submission and invited members to seek any clarifications required from him and to bring issues to the Planning SPC that will discuss the matter on 8th March.

·         The current draft RSES does not provide a practical and credible framework for the development of the North West Region and is not consistent with the NPF

·         It does not provide a sufficiently clear vision to set it apart from the other two Regions

·         There is a disproportionate bias in favour of some areas especially regional growth areas – there needs to be more balance so Athlone is on a par with Sligo, Letterkenny

·         In the Council’s original submission to NRWA and EMRA there is a need for the same type of language to be used in both Regional documents for consistency

·         The document brings a lot of localised detail that is not required for this level of strategy – this is more relevant to a county development plan

·         It is not addressing infrastructural constraints, the generic nature of renewable energy, and excessive replication of National Policy documents

·         As a stands it is inconsistent with the National Planning Framework and not treating Athlone fairly.

·         The Bealnamullia/Monksland area also known as West Athlone is an integral part of the future development the growth centre

·         The downgrading of the N61 Athlone to Sligo is not acceptable. There is lack of reference to N6/M6

·         There is a need for the NWRA to deliver regional specific energy renewal strategy

 

The Chief Executive stated that in his submission he wanted to highlight that the RSES must recognise and respect the National Planning Framework as the overarching legislative framework and governing policy and wholly reflects this National Strategy. The document currently is inconsistent with the NPF and in particular its treatment of Athlone Regional Centre. He has called on the NWRA to give serious reconsideration to the content and strategy in the document and make all necessary amendments. It is very important that having defined Athlone as regional growth centre, we demand that this is implements in the strategy. He asked that the two Members of the Council on the Assembly be aware of the concerns highlighted in the submission.

 

The Members commented on the submission as follows:

 

·         Cllr. Murphy and Dineen as members of the NWRA confirmed they have highlighted the upgrade of the N61 and the status of Athlone as issues to be addressed in the strategy.  They will express these concerns again at the next meeting of the Western Counties of the Assembly on 10th March.

·         Athlone was designated as a regional centre without any definition and not a growth centre when the National Planning Framework was agreed and this has now led to this situation with Athlone. Roscommon and Westmeath must do everything to ensure that Athlone area does not suffer.

·         The councillors from Athlone in Roscommon and Westmeath have met recently as part of the Boundary process.  Concern to leave Athlone, the centre of Ireland out on a limb and need to aim high. There needs to be a new N61 developed – a motorway.

·         It is positive that both Westmeath and Roscommon county councils are working together and Athlone can benefit the two regions of NWRA and EMRA.

·         It is very worrying that Athlone is not included in this plan as it should be as we have come a long way. There is adequate opportunity to grow Athlone for the next 20 – 30 years and we need to take whatever steps are necessary to achieve this.

·         There were calls previously to have Athlone designated city status and this is still a realistic consideration.

·         Politicians who have power do not want Athlone to succeed and Mullingar and Tullamore get priority.

·         The Board of Governors of Athlone IT are seeking University status for the college and want Athlone to succeed

·         Acknowledge the work of the CE and Executive have undertaken in relation to the matter

 

The Cathaoirleach acknowledged the work done to date by the Athlone Councillors in both Westmeath and Roscommon. In agreeing with the upgrade of the N61, he also suggested that the dangerous junctions on the road between Athlone and Roscommon be considered for upgrade in the short term.

 

The Chief Executive confirmed that he has also made a joint submission with the Chief Executive of Westmeath and it is consistent with this submission. There is complete unity with regard to the approach being taken on this matter and the importance of the status of Athlone being recognised in the RSES.

Frank Guckian, Head of I.S. gave a presentation to the members on the progress of Digital Transformation in the Council:

 

·         Digital Transformation is the use of technology to change how the Council provides services. This is a cultural change that requires the organisation to embrace these new technologies

·         To date meetings management software, webcasting and mobile apps have been introduced

·         The next phase involves the rollout of a case management system for Municipal Districts, develop a service catalogue and digitise services.

·         The case management system is in pilot phase in the Roscommon MD whereby all queries from customers are logged on a new database, where previously they were manually logged.

·         Up to 2,000 cases are referred from Roads Department to MD and area offices annually while area staff can take up to 4,000 calls in addition to emails and personal callers.

·         There will be electronic forms for use by customers and automatic email response to queries. A customer can view progress of query online when they have account set up.

·         The pilot will finish in the Roscommon Area Office on 1st March and roll out to the Castlerea AO in Q2 and the remaining offices by end of Q2.

 

In welcoming the project the members had the following queries:

 

·         What is the options available for this with no email facilities?

·         Will customers be able to assess progress on their query and receive an ongoing update?

·         Important to keep track of representations as it allows jobs to be completed more quickly.

·         Need to move one step further with use of app locations as this system in its current format does not allow for this. Members need technology and hardware to be able to take photos and upload this information. GPS location apps are essential; internet access is not always available.

·         Data Protection and GDPR restrictions in having forms signed is hampering councillors in their day to day queries for constituents

·         Important not to lose the relationship with the MD Coordinator as this is how more complex issues are resolved.

·         Will it be possible to have a workshop for councillors on new technology requirements and digital transformation for the incoming Council.

 

 

Frank Guckian confirmed that when a call is logged, a pin can be dropped on a map highlighting location.

 

Shane Tiernan, Director of Services confirmed to members that requirements regarding permission signatures will apply to sensitive data only as confirmed by revised guidelines from the Data Commissioner. These guidelines will be revised and rolled out to members. The new iteration of technology to be provided to Council members will be capable of dealing with these requirements in a safe and secure environment.

 

Concern was expressed with regard to ability to map exact locations e.g. mapping an exact location in a park to report an issue.  It is important to ensure that mapping or eircodes can be used accurately.

 

Members welcomed changes to the GDPR guidelines for members.

 

Frank Guckian urged the members to wait until the system can be viewed from end to end to see the extent of its capabilities as it is currently in pilot mode

Mr. Martin Lydon, Head of Finance presented the members with a Schedule of Uncollected Rates at 31st December 2018:

 

·         Arrears of Rates at 31st December 2018 amounted to €1.906m – this is a decrease of €522k from 2017

·         Total rate demand for 2018 was €11.724m with €10.216 collected – an increase of €1.681m on 2017

·         Adjustments for vacant premises, business closures, exemptions, uncollectable amounts and liquidated companies equated to €2.031m

·         The collection rate for 2018 was 86%

 

Members discussed the report as follows:

 

·         How does the 86% collection rate compare to 2017?

·         How many appeals have been made to the valuation office and judgments made on these appeals. Is the Valuation Office not informing the Council of changes as it appears some incorrect demands are issuing?

 

Martin Lydon confirmed that the 86% collection rate has increased from 83% in 2017.  There are ninety appeals with thirty decided on resulting in a loss of income of €70,000. The sixty appeals outstanding represent a total of €2.4m in rates and a 20% reduction in the original valuation could  lead to a further €500k reduction in rates. When this information is available a report will be brought to members as it is impossible to know the impact at this point.

 

Provision has been made in the accounts for a shortfall of this order and this will be part of the 2020 Budget with options available to be considered of a rates increase or property tax increase.

 

In response to concerns regarding communications from the Valuation Office, Mr. Lydon confirmed that the Valuation Office are only writing to the rate payers regarding the outcome of appeals. Many local authorities including Roscommon have already contacted the V.O. to express their dissatisfaction at this arrangement.

·         The contents of the Management Report for January 2019 were noted.

 

Rural and Urban Regeneration Funding:

 

Cllr. Shanagher enquired if there was any progress on funding for the proposed Innovation Hub in Monksland.

 

Director of Services, Majella Hunt confirmed that under the Rural Regeneration Fund, four applications were submitted and two received approvals but not the innovation centre. Feedback will be received from the Department shortly on the applications submitted as to why they were successful or unsuccessful and a second call for applications is expected in the coming months.

 

The members discussed the Urban and Rural Regeneration as follows:

 

·         Can the application for Monksland not be submitted under Urban Funding? It has a population of 5,000 to 6,000 and is a new town and there is concern it will be omitted. There is an issue as to whether Monksland is Rural or Urban. The Council have heavily invested in infrastructure here but works to Cloonakilla National School need to be ready for the next round of funding.

·         Welcome the recent announcement of funding under the regeneration schemes. Enterprise Castlerea is delighted with the €1.54m to be invested in The Hub and thankful for the foresight of the members of Roscommon County Council for the matching funding and the executive for the quality for the submissions.

·         Welcome the recent significant funding announcements for projects in Boyle, Castlerea, Ballaghaderreen and Tulsk.

·         Are all towns and villages eligible to apply for funding for projects in 2019?

·         Funding in the Boyle area including the Lough key to Boyle Greenway is very welcome while the Royal Hotel project is very significant for the area.

·         Has the loan for matched funding been sanctioned by the Department?

·         Thanks to the Members for commitment regarding the Municipal funding to be used for the matched funding

 

Majella Hunt responded as follows:

 

Roscommon is the only named town in County Roscommon under the Urban Regeneration Funding category and therefore any Monksland project must be included under the Rural category. A population of 6,000 is also defined as Rural under the guidelines.  Following an assessment of the feedback received, the Monksland project will be resubmitted with others in the next call.

Under the Rural category, all other towns will be examined for projects and the projects have to be resubmitted each time if nor previously successful.  The application for the loan has been sent to the Department and clarifications sought with feedback expected for the members for the next meeting.
