Specified Development Part 8

Planning and Development Act 2000 (as amended), Planning and Development Regulations (2001) (as amended). Specified Development Part 8 – Provision of Public Realm Works as part of Roscommon County Council URDF Scheme “Putting the Spokes Back in the Wheel Project”.

 

Minutes:

PLANNING AND DEVELOPMENT ACT 2000 (AS AMENDED), PLANNING AND DEVELOPMENT REGULATIONS (2001) (AS AMENDED). PROVISION OF PUBLIC REALM WORKS AS PART OF ROSCOMMON COUNTY COUNCIL URDF SCHEME “PUTTING THE SPOKES BACK IN THE WHEEL PROJECT”.

Majella Hunt outlined that the public realm improvement works will be carried out as part of the Roscommon County Council “Putting the Spokes Back in the Wheel Project” and will include the following;

·         A new linear park and cycle ways along Circular Road /N61 from the Lanesboro Street roundabout to the Athlone Road roundabout with additional controlled and uncontrolled crossing points

·         Demolition of the existing Library store building off Circular Road and redevelopment of the parking area adjacent to Roscommon Arts Centre

·         Public Realm Improvement Works on the L70421 and improved pedestrian connectivity from the N61 through the car park at Tesco to Main Street

·         Public realm and cycleway improvement works on Athlone Road and Brogans Lane

·         Public realm and cycleway improvement works on Goff Street from Church Street to the N63 Junction

·         Public realm improvement works on Church St from the junction with Goff Street to Abbey Street

·         Public Realm improvement works on Henry Street

·         And all other ancillary site works

 

Majella Hunt outlined the Part 8 procedure as outlined in the Chief Executive’s report (included with the Agenda. The closing date for submissions was 23rd January, 2023.  Majella Hunt and Ciaran McAlary read into the record all valid submissions and responses as set out in the Chief Executive’s report and presented the maps to the members.

 

A detailed discussion took place and the following issues were raised

·                     Height and width of footpaths

·                     One-way traffic

·                     Manoeuvring at junctions for lorries

·                     Drop kerbs at Junctions

·                     Height of rise on ramps at junctions

It was AGREED that a Construction Management Plan will be developed to manage issues including disruption, traffic congestion and noise.

It was AGREED that the detailed design proposals will include for omission of sub-division line markings between parking spaces, thus accommodating additional vehicles parked closer together on Goff St, Athlone Rd, Church St & Henry St. The omission of build-outs for trees in some areas will also create additional space for parking.

 

13.23     AMENDMENT TO PART 8– ROSCOMMON TOWN PUBLIC REALM ENHANCEMENT PROJECT

It was AGREED that detailed design will include for emergency access along N61 as follows: - Previous consultation with Fire Services resulted in the accommodation of right and left turns onto the N61 within the current design. As projects of this nature do not make provision for separate lanes for emergency vehicles, these vehicles are permitted to climb kerbs in cases of emergencies. Areas adjacent to the carriageway will be designed to carry vehicle loads in case of emergencies. In particular, the detailed design will include for a reduction in the number of trees along the central reservation, creating off-road space between the trees for vehicles to access. Kerb heights will be designed to be easily mountable. Note these provisions are to be used in emergency situations only.

It was AGREED that all utility providers will be contacted during the detailed design process and a plan will be put in place to have any necessary works completed either separately or as part of the construction works contract for this project.

 

13.23     AMENDMENT TO PART 8 – ROSCOMMON TOWN PUBLIC REALM ENHANCEMENT PROJECT

It was AGREED that 94 standard car parking spaces are being provided in the new carpark at the Arts Centre. In addition, the proposed provision of 2 No disabled parking spaces will be increased to 5No. 53 No spaces are also being provided for larger vehicles to park.

It was AGREED that a new pedestrian access gate will be installed along the rear boundary at the arts Center to provide access to/from Sean Doyle’s premises to this carpark.

It was AGREED that the carpark at Brogans lane will be modified at detailed design stage to include relocation of disabled parking space to Brogans lane side, and inclusion of loading bay. Loading bay will also serve the purpose of creating additional parking spaces.

It was AGREED that material specification, surface treatment, line markings etc. will be designed to address safety at vehicular/ Pedestrian/Cycleway conflict points and will comply with Road Safety Audit requirements.

It was AGREED that ducting will be installed for future electric car charging points in the new car park behind the Arts Centre allowing space for a future mini substation cabinet subject to liaison with the design team in the ESB.

13.23     APPROVAL OF SPECIFIED DEVELOPMENT – PROVISION OF PUBLIC REALM WORKS AS PART OF ROSCOMMON COUNTY COUNCIL’S URDF SCHEME “PUTTING THE SPOKES BACK IN THE WHEEL PROJECT”

It was AGREED to proceed with the specified development subject to the amendments as agreed above.

 

Majella Hunt Director of Services explained that the proposals will now go back to the Department for Gateway approval before going to detailed design stage.  She explained that approval of the Department is required at various stages throughout the project, however she expects construction to commence in quarter one of next year and it will probably involve an 18-month contract. 

 

The members thanked everyone involved in bringing the project to this stage and expect this work to future-proof Roscommon town.  They thanked Roscommon County Council for the excellent consultation with the members and the general public adding that the funding for this phase of the project will be around 10 million euros with a further 5 million euros expected for completion of the remaining phases of the project.

 

Majella Hunt, Director of Services thanked the members and the general public for their input to the project and paid special tribute to Ciaran McAlary and Kenny Lyons Consultants for their commitment to the Part 8 process.
