Draft Roads Programme, Roscommon Municipal District 2018

Minutes:
Eugene Dwyer and John Mockler presented the Draft Roads Programme for 2018.
The members raised concerns regarding the following roads
- Antogher Road
- Slina Sláinte route from Hannon’s Hotel to Roscommon Golf Club and a request from the Members to go ahead with a design for this work so that it will be project ready if and when funding becomes available
- Lack of funding overall in County Roscommon for roads
- Request for the weight restriction on the Walk road to be progressed
- Request that part of the drainage works money could be set aside for the Walk as work cannot proceed with the resurfacing of this road until the drainage problem is dealt with
- The €19,000 allocated for Cloontuskert will not be enough to do all the work that is required and request for road markings to be refreshed when the new road markings are being done
- Flooding on Longford road, Castlerea as the sides of the road are too high
- Request to rise Tarmon road as the sides of the road are too high there also
- Alot of flooding at Southpark, Castlerea
- Ardnamullagh road, Ballintubber is not on the winter maintenance programme and it was requested that rough chip be put on the road surface
- Surface of road at Church Road, Castlerea needs attention
- The R361 road at Ballindrimley, Castlerea needs attention from Hells Kitchen pub out
- The drain needs to be lowered on the side road off the Ballinlough road in Loughglynn. This road is on the O’Sullivan Bere walking route and therefore needs attention
Eugene Dwyer and John Mockler responded to the issues raised
- Antogher Road will have to be surveyed and is subject to a part 8. This will continue to be progressed
- Any decision to carry out work on the route from Hannon’s Hotel to the Roscommon Golf Club will have to be prioritised in the Capital Programme. It will not qualify under the Town & Village Renewal Scheme.
- Eugene Dwyer agreed to proceed with putting a weight restriction on the Walk Road
- John Mockler informed the members that it was intended to spend the drainage works money in Roscommon at Ardsallagh Woods Estate
- Agreement to carry out trial holes at Cloontuskert
- Eugene Dwyer agreed to look at the road in Loughglynn which is included on the O’Sullivan Bere walking route

It was AGREED by all the members that any drainage money that is left over be set aside to address the drainage issues at the Walk.

It was AGREED by all the members that if work on any road in the Roscommon Municpal District could not proceed for any reason, that the associated budget for that road and any available funds elsewhere would be added to the €19,000 already allocated for Cloontuskert to ensure maximum progress is made with Cloontuskert (Road L6116).
The members discussed the Draft Roads programme and the following amendments were put forward-

It was AGREED by all the members that Page 18 of the programme, Local Roads (RR Schemes) be amended as follows
Remove L6650 – Garranlahan More – 1000 metres Budget €33,250
Add budget of €33,250 from L6650 to L1602 which already has a budget of €47,500, therefore total overall budget for L1602 is now €80,750

It was AGREED by all the members that page 9 of the programme, Regional Roads (RR) be amended as follows
R361 at Trien – Amend budget by 50% - New amended budget €54,000
Include R361 at Ballindrimley, Castlerea Town in the Roads Programme – Associated budget €54,000

It was agreed by all the members to adopt the Draft Roads Works Programme for the Roscommon Municipal District for 2018 subject to the amendments as agreed.
On the PROPOSAL of Councillor Leyden
SECONDED by Councillor Shanagher
It was agreed by all the members to send a letter to the Department of Transport, Tourism & Sport requesting additional funding for roads in County Roscommon that are in a poor state of repair.
