Specified Development Part 8 Planning and Development Act 2000 (as amended), Planning and Development Regulations (2001) (as amended). Specified Development Part 8 – Provision of Public Realm Works as part of Roscommon County Council URDF Scheme “Putting the Spokes Back in the Wheel Project”.
Minutes: PLANNING AND DEVELOPMENT ACT 2000 (AS AMENDED), PLANNING AND DEVELOPMENT REGULATIONS (2001) (AS AMENDED). PROVISION OF PUBLIC REALM WORKS AS PART OF ROSCOMMON COUNTY COUNCIL URDF SCHEME “PUTTING THE SPOKES BACK IN THE WHEEL PROJECT”. Majella Hunt outlined that the public realm improvement works will be carried out as part of the Roscommon County Council “Putting the Spokes Back in the Wheel Project” and will include the following; · A new linear park and cycle ways along Circular Road /N61 from the Lanesboro Street roundabout to the Athlone Road roundabout with additional controlled and uncontrolled crossing points · Demolition of the existing Library store building off Circular Road and redevelopment of the parking area adjacent to Roscommon Arts Centre · Public Realm Improvement Works on the L70421 and improved pedestrian connectivity from the N61 through the car park at Tesco to Main Street · Public realm and cycleway improvement works on Athlone Road and Brogans Lane · Public realm and cycleway improvement works on Goff Street from Church Street to the N63 Junction · Public realm improvement works on Church St from the junction with Goff Street to Abbey Street · Public Realm improvement works on Henry Street · And all other ancillary site works
Majella Hunt outlined the Part 8 procedure as outlined in the Chief Executive’s report (included with the Agenda. The closing date for submissions was 23rd January, 2023. Majella Hunt and Ciaran McAlary read into the record all valid submissions and responses as set out in the Chief Executive’s report and presented the maps to the members.
A detailed discussion took place and the following issues were raised · Car parking spaces · Emergency access · Height and width of footpaths · One-way traffic · Manoeuvring at junctions for lorries · Drop kerbs at Junctions · Height of rise on ramps at junctions · Resurfacing and remarking of Brogans Lane · New car park and one-way entry and exit system · Cycle lanes & cycle racks · Signage · Lighting · Materials and surfaces for the project · Bus & coach parking · Pedestrian crossings · Casual Traders · Ducting for future charging points · Trees and landscaping · Future maintenance of the scheme and funding for it
The following amendments to the Part 8 were agreed and refer to marked up drawings included as Appendix E to the CE Report.
