Supplementary Standing Orders for Remote Meetings - SI 445 of 2020 – The Civil Law (Miscellaneous Provisions) Act 2020 (Section 29) (Local Authorities) (Designation) Order 2020. Additional documents: Minutes: This Special Meeting was convened to agreed Supplementary Standing Orders to facilitate Remote Meetings of Roscommon County Council as provided under SI 445 of 2020 – The Civil Law (Miscellaneous Provisions) Act 2020 (Section 29) (Local Authorities) (Designation) Order 2020.
The meeting was attended by six councillors, and therefore satisfied the requirement to have a quorum in attendance.
The Chief Executive thanked the Councillors for their attendance. He outlined the main business of the meeting, to consider Supplementary Standing Orders to facilitate meetings of the Council to be held remotely and to allow the committees of Roscommon County Council to continue with their ordinary business during the current pandemic when gatherings are not allowed.
The Meetings Administrator outlined the details of the Standing Orders that include the procedures involved in facilitating remote meetings and the etiquette for all participants. It was noted that the Cathaoirleach would participate from the Council Chamber with Chief Executive and Meetings Administrator also in attendance in order to facilitate the smooth running of the meeting. It was also noted that the two-hour time limit should also be adhered to due to these circumstances.
On the PROPOSAL of Cllr. Cummins SECONDED by Cllr. Dineen It was AGREED to adopt the Supplementary Standing Orders dated 1st February 2021 to give effect to SI 445 of 2020 – The Civil Law (Miscellaneous Provisions) Act 2020 (Section 29) (Local Authorities) (Designation) Order 2020 to allow for remote meetings of Roscommon County Council and its committees effective from today. It was further agreed that remote meetings should be facilitated during Level 5 restrictions, and to be reviewed in light of changes to restrictions. |
