On the PROPOSAL of Councillor Tom Crosby SECONDED by Councillor Michéal Frain It was AGREED that the Minutes of the Boyle Municipal District meeting of Friday 19th September 2025 be ADOPTED.

On the PROPOSAL of Councillor Leah Cull SECONDED by Councillor Valerie Byrne It was AGREED that the Minutes of the Boyle Municipal District Budget meeting of Tuesday 14th October 2025 be ADOPTED.

Matters Arising Minutes: Further to Motion 7.25 - speed limits on approach to Boyle Town different on R361 and N61. This is a TII issue. In the meantime, Area Engineer will look into the issue with the signs.
Further to Question 2.25, Cllr Crosby asked for any update on this. Mr. Sean Mullarkey stated that the total development charges from the 9 estates in Tarmonbarry is €885,000.

Presentation by Boyle Childcare Committee Minutes: Cllr. Sean Moylan welcomed members of the Boyle Childcare Committee to the meeting. Boyle Childcare Committee members have requested the support of Roscommon Co. Council in obtaining a site or a building for a childcare facility in Boyle. The Committee presented details of the Boyle Childcare Needs Analysis Facts and Figures to Members. They outlined the current level of services provided and detailed where the gaps in childcare services are in the Boyle Area and the impact this has on families, childhood development and the local economy.
Cllr. Sean Moylan thanked the Boyle Childcare Committee for their detailed presentation and acknowledged the challenge and importance of obtaining a suitable building.
Members supported the Boyle Childcare Committee and made the following comments:
· There was a similar situation in Ballaghaderreen, but funding was obtained from the Community Regeneration Fund which allowed a building to be repurposed as a Childcare Facility for the town. Cllr. Frain invited Committee to view new facility in Ballaghaderreen. · It is costly to adapt or renovate an existing building and maybe more feasible to obtain a greenfield site and build a new facility. · Deputy Claire Kirrane is looking at changes in criteria and that it should be a State-led initiative to provide childcare facilities. · Greenfield site better option and that funding is available once site is identified. · Level of regulations so tight it limits alternative options. · The Building Blocks Capacity Grant for renovating, extending, or purchasing premises, targeting underserved areas, part of the wider Building Blocks Capital Programme, requiring services to be Core Funding partners and commit to long-term service provision, with different funding rules for private vs. community providers
Mr. Sean Mullarky informed meeting of the successful model in Fourmilehouse. Will look at RCC portfolio in Boyle and will make a few suggestions and will assist Committee with land acquisition if needed.

Additional documents: Minutes: Mr. John Farrell presented the CE report Part 8 – Proposed Residential Development at Windmill Road, Elphin, Co. Roscommon.
Members made the following points:
· Development and extension of this derelict property welcomed. · Cost of project is €340,000 includes purchase and Department funding. · THRIVE initiative seeks to tackle issues of vacancy and dereliction in town centres, fostering sustainable urban development and enhancing the quality of life for residents. · Other sites for similar development – Patrick Street, Boyle, derelict sites in Frenchpark and Bellanagare. · Expansion of funding streams for over shop development in towns and villages €140,000. · Why funding for derelict sites/vacant property development cannot be paid up front or in phases?
Mr. John Farrell stated that Department supports renovations of derelict buildings to a high standard in town areas despite being more economical to build a new building (27% cheaper). Schemes remove blight of dereliction in towns.
Mr. Farrell informed meeting that planning inspections are required at final stages of development to ensure compliance and in case exemption level is exceeded. Phased payment would require inspections at each stage as well as final stage, and due to level of planning applications, this would not be feasible.
On the PROPOSAL of Councillor Valerie Byrne SECONDED by Councillor Liam Callaghan It was AGREED that the Specified Development by a Local Authority with Section 179 Subsection 3 (A) and 3(B) of Part XI of the Planning & Development Act 2000 as amended and Part 8 of Planning & Development Regulations 2001 (SI No. 600 of 2001) as amended – Proposed Residential Development at Windmill Road, Elphin, Co. Roscommon be ADOPTED.

M9.25 – Cllr. Tom Crosby That Roscommon County Council provide an update on the long-awaited upgrade of public lighting in Rooskey Village. Ducting for new lighting was installed over five years ago during the Public Realm Enhancement Works, yet no progress has followed. The existing lighting, dating from the 1950s, is inadequate, outdated, and poorly illuminates the village. As Rooskey is a key tourist destination on the River Shannon, this situation raises safety and security concerns and reflects poorly on the village’s appearance. The Council is urged to prioritise and advance the long-overdue upgrading of public lighting in Rooskey without further delay.

Importance of route to community, young people, links schools to Arigna village. Young people cycling on dangerous roads in evening time.

M9.25 – Cllr. Tom Crosby That Roscommon County Council provide an update on the long-awaited upgrade of public lighting in Rooskey Village. Ducting for new lighting was installed over five years ago during the Public Realm Enhancement Works, yet no progress has followed. The existing lighting, dating from the 1950s, is inadequate, outdated, and poorly illuminates the village. As Rooskey is a key tourist destination on the River Shannon, this situation raises safety and security concerns and reflects poorly on the village’s appearance. The Council is urged to prioritise and advance the long-overdue upgrading of public lighting in Rooskey without further delay.
Response: Assets and Energy Management are working towards upgrading all public lighting in the county. Proposed works in Rooskey have not yet been scheduled by Roscommon County Council’s public lighting contractor. Public lighting assets which must first be unbundled from the ESB network, the extent of which has not yet been determined for Rooskey. Assets and Energy Management will provide further updates on this matter as it progresses.
Members supported the motion and made the following points:
· Lighting installed in the 1950s – upgrading should be a priority · Bridge infrastructure poor · Rooskey village very dimly lit · Has ducting already been installed · Lighting in villages all over County should be prioritised · Importance of lighting especially of footpaths. Solar powered lights could be an option and grant from SEAI

Questions Q6.25 & Q7.25 Cllr L Cull & Q8.25 Cllr T Crosby Q6.25 - Cllr. Leah Cull: There was discussion about the potential purchase and placement of grit bins throughout the county last year. Could we please have an update on any progress made on this?
Q7.25 Cllr. Leah Cull: Could we please have an update on whether there are any plans to introduce mechanical street sweepers to our maintenance plan – I understand this was discussed in detail in 2023?
Q8.25 – Cllr. Tom Crosby: Can the Director of Services provide an update to the Members on the current progress regarding the proposed footpath and public lighting works along the Ballytoohey Road leading into Tarmonbarry Village? What was the estimated cost arising from the design and plans completed over four years ago, and have any revised plans been prepared and submitted for State funding consideration?
Minutes: Q6.25 - Cllr. Leah Cull: There was discussion about the potential purchase and placement of grit bins throughout the county last year. Could we please have an update on any progress made on this?
Response: The Roads & Transportation Unit has noted the councillors’ discussion on the potential for a community salt bin scheme and agreed that this matter will be considered further. It is intended that the issue will be referred to the relevant Strategic Policy Committee for review and the possible development of an appropriate policy. At this stage, no specific budget provision has been allocated for this initiative. The Roads & Transportation Unit remains committed to delivering a priority-based Winter Maintenance Service to ensure that all vehicular users within County Roscommon have reasonable access to key transport routes during periods of frost, ice and snow. Additional treatment may be deployed during extended periods of adverse weather using our mobile salting equipment. The relevant Area Engineer and Municipal District Co-ordinator will monitor this on an ongoing basis.
Q7.25 Cllr. Leah Cull: Could we please have an update on whether there are any plans to introduce mechanical street sweepers to our maintenance plan – I understand this was discussed in detail in 2023.
Response The proposed use of mechanical sweepers is still under review by the Roads and Transportation section. In the meantime, the Area offices carry out road sweeping duties where required and subject to available budget.
Q8.25 – Cllr. Tom Crosby: Can the Director of Services provide an update to the Members on the current progress regarding the proposed footpath and public lighting works along the Ballytoohey Road leading into Tarmonbarry Village? What was the estimated cost arising from the design and plans completed over four years ago, and have any revised plans been prepared and submitted for State funding consideration?
Response: Roscommon County Council engaged consultants to assist in progressing the Tarmonbarry Footpath link from the village to Whitehall National School along the L-1416 in 2022. The Feasibility and Options Selection Report for the project was prepared by the consultants in 2023. The project is with the National Transport Authority (NTA) Phase 2: Concept Development and Options Selection, however, no funding was received in 2024 or 2025 to progress the project onto the preliminary design phase.

A vote of sympathy was expressed for the family of James Tully, Ballaghaderreen & Frenchpark who passed away on 19th October 2025.
A vote of sympathy was expressed for the family of Caroline Cunnane (neé Kennedy, who passed away on 16th October, 2025.
A vote of congratulations was expressed for the Strokestown Intermediate Team who are in the County Final on Sunday (23rd November 2025) for The Byrne Cup.

AOB Minutes: Members raised the following issues:
· Strokestown Area Engineer split between Area Office and project in Civic Building. Impact on works in Area.
Mr. Sean Mullarky clarified that the Strokestown Area Engineer is rotated to the project in the Civic Building one day per week as a cost control measure and as he had originally worked on the design. This project is expected to be completed by Christmas. Mr. Ivor Kilcline covering the work load for the duration.
· Damage to piers in Ballinameen Council not responsible for repairs to the piers. Taking in charge does not include repairs to walls. Look at following up with individual’s insurance.
· Estates Taken in Charge – Abbeyfield & Curlew View Boyle Area Engineer will carry out an inspection of Curlew View estate to see what needs to be done.
· Reallocation of Public Realm Funding from Boyle MD to Athlone MD – members deserve to know about this in the future
