It was AGREED to adopt the Minutes of the Boyle Municipal District Annual General Meeting of 23^rd June 2026.

Cllr. Tom Crosby asked if there was any further update to his motion 2.26 raised at May’s meeting regarding funding options for footpaths and public lighting on the Ballytoohey Road.

There was no further update available.

No other matters were arising.

Ms. Mary Grier, Senior Planner, gave a presentation on the Draft Boyle Local Transport Plan which was circulated previously with Agenda.  A copy of her presentation at today’s meeting is attached.

Ms. Grier clarified that Draft Boyle LTP is for information only and no decision or resolution is required of members at this stage.  The focus of the Plan is to help guide the preparation of the forthcoming Settlement Plan for Boyle.

In summary, public consultation was from 3^rd April to 4^th May 2026.  Eleven submissions were received, 3 of which were from individuals. Draft LTP details submissions received with Council’s commentary

Members raised the following:

·       Proposed one-way traffic system for Boyle Town – future investment e.g. Forest Park, development of Boyle tourism, increase in traffic and impact on town businesses, garages, shops, etc.

·       The current one way system through a housing estate, volume of traffic through town, narrowed carriageways following widening of footpaths under the Adaptative Travel Scheme

·       Important that traffic flow models are based on on site calculations and not on computer-generated models

·       Proposed narrowing of carriageway on Patrick Street location of proposed Aldi Store currently at planning stage.

·       Provision of additional local link bus stops and turning circle at train station

·       Upgrade of N61 to national route – Athlone to Boyle – requires a by-pass of the town

·       Development of cycle ways especially along the River.

·       Off-street parking essential to traffic flow in town.

Ms. Mary Grier, Senior Planner, responded as follows:

·       One-way system is an option only in report.  Members should refer to Page 44 Boyle LTP, section 5.8 Town Centre Circulation Refinement for details of the proposal.  

·       Narrowing of carriageway is an option to slow traffic through town, and is pedestrian centred.  This would, however, be reviewed again should a proposal come forward. Would follow feasibility studies, etc. and would be factored into the rationale of narrowing the street.

·       Bus stops – turning area is on N61.

·       Boyle town by-pass – refer to Section 9 Boyle South Ring Road of Boyle LTP. 10-year plan to connect N61 to N4 but important this is included in the LTP. Document would support future funding potential.

·       The LTP is a suite of measures for future consideration.  It’s within the Councillors’ control to agree any future proposals.

It was AGREED that the proposed amendment to Boyle Tennis Club Proposal under Boyle MD Fund 2026 be APPROVED.

Members raised the following issues:

·       For future Funds, Groups should be encouraged to keep within the Fund Guidelines and ensure that their proposal is viable and can be completed within the 12-month timeline.

·       Some flexibility has been given to Groups previously to ensure they avail of the grant awarded.

·       Members meet to adjudicate on applications and agree funding levels, and this can be undermined if Groups submit amended proposals following that.

·       Where groups fail to draw down their grant, the grant money is recirculated back into the MD Fund and Group can reapply the following year.

·       Projects can get a 6-month extension which is pre-approved by Members.

·       Budget lines are set annually – MD Fund is members’ fund.

That Roscommon County Council undertake a feasibility study to assess the need for, and viability of, a public sewerage scheme and wastewater treatment plant for the Ardcarne- Knockvicar area.  Such a study would ensure the Council is prepared to progress the project, and is in a strong position to secure and avail of any future Government funding that may become available.

Response:

Waste Water Services are the responsibility of Uisce Eireann and Roscommon County Council’s role is one of advocacy rather than technical.  This request should be directed to Uisce Eireann.

Cllr. Sean Moylan stated he accepted the response.  He read out a brief note that had been drafted by the Group involved. UE did not take up this Scheme. Knockvicar is an unique area – rise in tourism, schools, St. Michael’s GAA and the Community Centre which is being put a risk.

Cllr. Tom Crosby seconded Cllr. Sean Moylan’s proposed motion.

Members supported the motion and made the following comments:

·        How is this progressed with Uisce Eireann and what steps are involved?

·        Can Roscommon Co. Council proceed with the feasibility study in the meantime?

·        Does Ardcarne-Knockvicar have village status

·        Access to public sewerage systems impacts on housing and development and is a deterrent to growth of towns and villages

·        The number of private water schemes that did not transfer to UE

·        The high cost of connections to water schemes

·        Review of standards of existing sewerage schemes in towns and villages and identify those that need to be improved.

·        High ticket projects should be submitted under the RESES and RCC should ensure that applications are in place.

·        RSES update should be an item on the Plenary agenda and a representative from the NWRA should be invited to attend.

Cllr. Sean Moylan proposed that a letter would issue to UE seeking clarification on their role is taking over the public sewerage scheme in Ardcarne-Knockvicar village.

The previous trial of a one-way traffic management system with traffic lights proved unsuccessful and was overwhelmingly rejected by the local community. The only sustainable solution is the widening of the bridge to provide two-way traffic and safe pedestrian footpaths. Planning approval was secured, approximately €123,000 was invested in design, and funding of €1.4 million was allocated before being withdrawn. I call on the Council to seek the reinstatement of this funding, adjusted for inflation, to deliver this long-overdue strategic infrastructure project.

Response

Fehily Timoney Consultants carried out an assessment on the two-week trial of the shuttle system and the impact of traffic lights on the bridge and on the traffic flow data that was gathered during the trial which was conducted on Roosky Bridge in September 2024. The conclusion of that assessment was that the trial overall was successful in terms of traffic management and safety, and this conclusion was endorsed by the National Transport Authority.

Three options were considered overall:

• Option 1: Implementation of a shuttle system – identified as the least disruptive to the existing bridge structure.
• Option 2: Widening of the bridge – more extensive construction required and significantly higher costs.
• Option 3: Construction of a new pedestrian bridge – the most expensive option with considerable impact on the existing structure.

Following a review of criteria and cost estimates, Option 1 was identified as the preferred solution.

It is acknowledged that Option 1 is not favoured by the elected members. However, there is currently no available source of funding that support the cost of the planning and design of a new pedestrian crossing whether that be by means of widening or a separate crossing.

Councillor Tom Crosby informed members of the background to his motion and expressed his dissatisfaction with Option 1, stating that Option 2 was the only viable option as a solution to the problem.

Members supported the motion and made the following comments:

·        Support construction of new bridge and enquiries should be opened up on funding for construction which is estimated at €10m.

·        The initial allocation of €1.4m – query where this was reallocated.

·        Traffic lights have not been successful.  Bridge essential as it’s where 3 counties converge.

·        Projects like this should be included in RSES and get the support of EU money.

·        What is the involvement of Leitrim Co. Council in this?

Response:

Providing a single, standard price for speed ramp installation is not straightforward. Every site presents unique engineering and logistical challenges. Therefore, we must assess all locations on a case-by-case basis.

Several critical factors influence both the feasibility and the final cost of these installations:

• Site Suitability: Speed ramps are not always the correct traffic-calming solution and can sometimes increase noise levels or impact emergency vehicle response times.
• Drainage Requirements: Ramps alter surface water flow, often requiring expensive new road gullies and drainage alterations to prevent local flooding.
• Public Lighting: National standards require specific street lighting levels at vertical deflections to ensure driver visibility at night.
• Road Construction: The existing road width, alignment, and foundation strength heavily dictate the design and material costs.

As a general baseline, a standard asphalt speed ramp can cost anywhere from €3,500 to over €7,000. This variance depends entirely on the scale of the accompanying drainage, lighting, and legal signage works required.

Our engineering team must conduct a formal site assessment for any specific location. This ensures we deploy the safest and most cost-effective traffic-calming measure.

Low-Cost Safety Scheme Speed Ramp Installations on the Castlerea Road, Ballaghaderreen

Mr. Ivor Kilcline informed meeting that John Freeman, SEE Roads requested that approval be sought from Boyle MD to move the 50km/h speed limit beyond the location of the proposed ramps (will be dealt with under the Speed Limit Review)

·        Outdoor staffing levels in the Areas a cause of concern – what is the update on recruitment.

·        Weeds at entrance to Strokestown – local community concerned this will happen with Public Realm – not maintained due to staffing shortage.

Mr. Sean Mullarkey, Director of Service, stated that outdoor staff currently working in Water Services have until December 2026 to decide to move to UE or transfer to Roads.  RCC must wait for this process to finish before final staffing levels can be agreed.

Mr. Ivor Kilcline informed meeting that RCC will be holding interviews for Semi-skilled worker.  There were 90 applications received. Strokestown & Ballaghaderreen areas most affected.

The number of vacancies to be filled will be dependent on number who transfer to UE, retirements, etc.

Maintenance of area at entrance to Strokestown will be dealt with.

Disabled Parking:

·        Request for a disabled parking space at St. Joseph’s Hall.

·        Church, Elphin, disabled parking space installed, however, footpath is higher than parking pace - could this be resolved.

·        Disabled parking space in Ballaghaderreen is blocked with the waste bin on the street – could this be fixed.
