It was AGREED that the amendment to proposal from Boyle Bridge Club under the Boyle MD Fund 2025 be APPROVED.

That the Director of Services provide an update to the meeting on the current funding application for the provision of footpaths and public lighting along the Ballytoohey Road. This route serves the local national school and a densely populated area, including four housing estates connecting into Tarmonbarry Village. This matter has been on Roscommon County Council’s agenda for a long number of years.

Response:

The project is at National Transport Authority (NTA) Phase 2: Concept Development and Options Selection. No funding was received from the NTA in 2026 to progress the project onto the Preliminary Design Phase. Roscommon County Council are open to alternative funding opportunities to support the project should they arise.

Cllr. Tom Crosby welcomed the response from a public safety point of view.

Members supported the motion and made the following points:

• The provision of footpaths and lighting are essential for road safety and to allow children to walk to school.
• Active Travel was meant to facilitate small towns and villages but in later years the focus of funding is on the bigger towns.
• Mr. Sean Mullarkey, Head of Finance, will provide details of funding received from the NTA.

This has been referred to the Road Safety Section. The areas will be included on a list of sites in 2026 to carry out speed surveys. This will determine if enforcement is required by An Garda Siochana and traffic calming is required at these locations.

Cllr. Micheál Frain welcomed the response.  Castlerea Road, Ballaghaderreen does not have a hard shoulder.  People going to the Community Park must walk on the main road.  On the Sligo Road - at the cemetery stretch of road – measures needed to reduce speed at this section.

·        Enforcement of speed limits or lack of it is a big problem, e.g. speed ramps inserted on Mockmoyne Road have had a big impact on speed on this road.

·        Ramps and raised pedestrian crossings – more effective than signage.

It was AGREED to assist Roscommon Co. Council in getting funding from the Road Safety Association to carry out a road safety assessment on the Sligo Road Ballaghaderreen.

I call on Roscommon County Council to install 8 to 10 '2-hour parking' places in Elphin St. and Main St. in Boyle.  There is a huge problem on both of these streets with long-term parking, and this is having a very negative effect on business and householders on these streets.  This has worked very well in Roscommon town and would answer a lot of problems.

Boyle area office will look at this proposal with the Road Safety Section to assess the requirements and most suitable locations.

Cllr. Sean Moylan welcomed the response.  People will park all day in a parking space that is free and affects businesses in the town.  1-hour parking at Boyle Dental has proven successful.

Members supported the motion and made the following points:

·        Lack of parking is a continuous problem for businesses in small towns.

·        Available parking spaces are critical to the progress of business in towns.  Businesses should be alert to where their employees park and encourage them to park at alternative locations away from main street, where possible.

·        Supports any initiative that enables traffic to move more freely, and the availability of disabled and age-friendly parking spaces.

Mr. Ivor Kilcline stated that there are no bye-laws for parking bays and. Therefore, no enforcement for the Age-Friendly spaces.  Will provide further updates at next meeting on the Cortober Train Station car park.  Irish Rail has leased land in Cortober from ESB.  Council not involved in this, pursued privately by Irish Rail.

It was AGREED that a letter would issue to Irish Rail requesting them to review their paid-parking charges at Boyle Training Station so as to alleviate spaces being taken up on nearby Elphin Street and Main Street by passengers wishing to avoid the train car park fees.

At our May 2025 MD meeting  I requested an assessment to be made regarding traffic calming on the R369 at Edenaun in Elphin , I now seek a progress report on this.

Response:

At the moment we don’t have any plans or dedicated funding towards traffic calming measures at this location. Speed enforcement is not under the control of the County Council. This area is on a list of sites to carry out speed surveys to determine if speed violations are an issue in the village. This will determine if enforcement is required by An Garda Siochana and the need to apply for funding for traffic calming at this location.

A vote of sympathy was expressed to Cllr. Liam Callaghan on the passing of his brother Ollie recently.

A vote of congratulations was extended to the Roscommon Teams – U-17, U-20 & Senior teams - on their recent success at the Connaught Final.  Compliments to Ruairi Kilcline, son of Ivor Kilcline, MD Coordinator on the U-20 team.

A vote of congratulations was also extended to the Smith family for Enda on the Senior Team, his brother Cian who manages the U-20 team and Dominic who reported at the match.

It was AGREED to nominate Lucia Revuelta from Elphin Community College who won the prestigious Cultural Couture Award at the Junk Kouture World Final held in February 2026 at The Helix in Dublin.

Safety at St. Patricks School, Elphin Street, Strokestown – Cllr. Tom Crosby proposed that a Safety Assessment be carried out at the school in order to put appropriate safety measures in place, as with the opening of new by-pass, the roundabout at top of street is causing increased danger.

This was seconded by Cllr. Micheál Frain.

Members have had correspondence from schools and parents about this. Councillors advised that fresher road markings would help on Elphin Street and installation of ramps.

Mr. Ivor Kilcline stated that this comes under TII who manage the N5 plan.  NRRO to make a strong case – safety assessment must be prioritised.

Lugboy Crossroads

These junctions have dips/blind hills on road that impedes view of oncoming traffic.

Mr. Ivor Kilcline informed meeting that the Road Safety Section were reviewing these.

Bins for Dog Foul:

Cllr. Sean Moylan stated that while there are dog foul bag dispensers in the Strokestown area, there are no bins and people are putting the dog foul bags back into the bag dispenser.  Can 2 dog foul collection bins be installed in the town.  Tidy Towns support this.  Cllr. Valerie Byrne stated that location of bins important as they should not necessarily be at same site as the bag dispensers.
