Disclosure of Conflict of Interest (Section 177 of the Local Government Act 2001 as amended)

Minutes:

Cllr Crosby, Cathaoirleach proceeded to read out the Disclosure of Conflict of Interest (Section 177 of the Local Government Act 2001 as amended) prior to the commencement of discussion on items listed on the agenda.

 

§  Any member having a pecuniary or beneficial interest in a matter before the meeting, or having knowledge that a connected person, as defined in the Act, has any such interest, shall declare the interest and withdraw from the meeting for so long as the matter is being discussed or considered and shall have no part in the proceedings relating thereto and shall refrain from voting in relation to it.

 

§  It is the responsibility of each member to ensure compliance with these provisions in relation to the meeting.

 

The onus is on the member to declare the interest and leave the meeting room. The minutes of the meeting shall contain a record of any disclosure made and any withdrawal from the meeting.

Eirgrid - North Connacht 110 kV Project

Minutes:

A team from Eirgrid gave a presentation which provided the elected members with an update on the North Connaught 110Kv project Mr. Jason Kenna, Project Manager and Mr. Derek Carroll, Network Design Manager informed the members that the project is currently at Step 5 which is the planning and consenting phase.  Mr. Jason Kenna, Project Manager informed the members that the Planning Application is in the process of being finalised and it is hoped to submit the application to An Bord Pleanala at the end of May 2022.  Construction is expected to start in 2023  Mr. Jason Kenna, Project Manager thanked the members for their transparent and meaningful engagement during the process.

 

Cllr Crosby thanked Mr. Jason Kenna, Project Manager and Mr. Derek Carroll, Network Design Manager for their comprehensive presentation.  Cllr Crosby and Cllr Callaghan queried how the underground cable will affect future planning applications in the vicinity.   Mr. Jason Kenna, Project Manager informed the members that Eirgrid have consulted with the landowners and have worked to design the line around the landowners needs.  Cllr Callaghan also queried whether landowners would be compensated if existing poles needed replacing.  Mr. Jason Kenna, Project Manager stated that compensation will be given for allowing access to the land and for related construction works.

 

 Cllr Cummins queried whether the community forum had been set up since the last meeting.  Mr. Jason Kenna, Project Manager said the community forum have met and that applications can be put forward by local groups for incentives made available by Eirgrid.  Mr. Jason Kenna, Project Manager stated that he did not know how these incentives would be distributed between the area with new infrastructure (underground cable) and the area where existing infrastructure is located. 

 

Cllr Michael Mulligan queried whether existing poles could be changed and the line put underground.  Mr. Jason Kenna, Project Manager said that there is no requirement to put exixting poles underground.  Cllr Valerie Byrne asked if the new infrastructure will be on a bigger scale than the existing infrastructure.    Mr. Jason Kenna, Project Manager stated that it does not need to be but the wire will be heavier.

 

Cllr Crosby asked if the decision to put the line underground would set a precedence for the laying of lines underground in the future.  Mr. Derek Carroll, Network Design Manager stated that projects are now looked at under multi criteria and there may be times that it is not possible to put the line underground.

 

Cllr Crosby asked about the safety of having the line underground.  Mr. Jason Kenna, Project Manager stated that the line would be protected in binding and would have marker tiles on top.

 

Mr. John Mockler Senior Engineer said that the Local Authority is supportive of this project notwithstanding the impact it will have on our road structure.

3.22 Notice of Motion - Cllr Crosby - Safety Measures on approach to Cloonfour National School

Minutes:

That Roscommon County Council would improve safety measures on the approaches to Cloonfour National School which is situation on a bad bend on the Rooskey to Tarmonbarry Road. 

Measures to include the following:

Reduce speed limit from 80kmph to 50kmph 

Traffic signals with flashing lights displaying speed of traffic.

Improve the road markings on the road.

Boyle Municipal District will apply for a safety scheme to be included on the 2023 applications to DTTAS which are forwarded to the Department in October each year for funding.

 

Cllr Crosby welcomed this response and queried if it was too late to submit an application this year.  Cllr Crosby stated that the existing flashing light at the school hasn’t worked for some time and would like to see the light repaired.  Cllr Byrne supported.

Civic Reception Nominations

Minutes:

None. 

Cllr Callaghan queried if it would be possible to consult with schools and sports clubs to help identify people or groups who could be included in the civic reception nominations.

Water Supply to Graveyards

Minutes:

Cllr J Cummins asked if it would be possible to have a water connection at all graveyards in the County.  Cllr Crosby informed the meeting that the water supply to Strokestown Graveyard has been cut off.  Cllr Valerie Byrne stated that Kilcooley Cemetery is seeking a water connection .  Cllr Callaghan said that Kilcorkey Graveyard needs a water supply.  Mr. Ivor Kilcline, Municipal District Co-Ordinator stated that he would follow up on the situation in relation to the provision of a water supply at graveyards and who is responsible for payment of connection fee and annual water charge.  Mr. John Mockler stated that the Council do not receive any money for cemeteries.

 

Cllr Valerie Byrne asked who is responsible for the cutting of grass in cemeteries which do not have a scheme carrying out this work.  Cllr Cummins stated that the number of cemeteries who do not avail of such schemes should be detailed.  Mr. John Mockler, Senior Engineer stated that the matter should be brought to the SPC group with responsibility for graveyards.

Roadworks on the N5

Minutes:

Cllr. Callaghan queried if there is an update available on the works to take place on the N5 at Rathcroghan.  Mr. John Mockler Senior Engineer stated that the Council have received a preliminary start date of the 13th June, 2022.

Kilcorkey Bridge

Minutes:

Cllr Callaghan asked if the council could find an alternative place to store the clay and stone located near Kilcorkey Bridge.

Tarmonbarry Project

Minutes:

Cllr Crosby asked if there was an update on the macadam finish on the street in Tarmonbarry.  Mr. John Mockler Senior Engineer said that this work had not been included in the works programme.

Votes of Congratulations/Sympathy

Minutes:

All of the members wished to extend their congratulations to Lisa O’Rourke on her great achievement, winning a World Gold Medal for boxing.  The members agreed that it is a great achievement for Castlerea, the County of Roscommon and Ireland.
