Planning & Development Act 2000 (as amended), Planning & Development Regulations (2001) (as amended). Presentation of the Chief Executive's Report on Specified Development Part 8 - Proposed Indoor Recreation and Outdoor Sports Park (iROS) in the townland of Ardnanagh, Roscommon Town, Co. Roscommon. Minutes: Neal Geraghty, Senior Executive Engineer and Project Manager presented the Chief Executive’s report on the proposed Part 8. The development will consist of the following: · Redevelopment and extension of the existing Roscommon Leisure Centre to accommodate an indoor six-court sports hall, gymnasium, flexible multipurpose studio spaces, changing provision and café facilities. · Replacement of the existing playing pitches with outdoor floodlit 3G GAA pitch, Outdoor floodlit 3G football pitch and outdoor MUGAs, pétanque/boules area, ball wall and the relocation of the existing tennis courts · Perimeter trail for recreational walking, running, cycling and wheelchair use · Outdoor play park · Enhancements to site access and provision of a new car park, including accessible parking, EV parking, coach/bus bays and bicycle parking · Landscaping, and all ancillary works associated with the development
Eleven submissions were received in response to the consultation process, three from prescribed bodies, two internal submissions from Roscommon County Council and six submissions from the public, all of which are addressed in detail within the CE report.
Environmental Impact Assessment and Appropriate Screening reports were completed, and the proposed project aligns with Project Ireland 2040, the Regional Spatial and Economic Strategy, the Roscommon County Development Plan 2022 – 2028 and the Roscommon Local Area Plan 2024 – 2030.
The maintenance and repair of the complex will be handled through a management company.
The members welcomed and considered the proposed development and On the PROPOSAL of Cllr. Brennan SECONDED by Cllr. Holland It was AGREED to approve the Part 8 as presented.
The members stressed the importance of the design team engaging with all schools in Roscommon town and ensuring that all schools will have equal access to the facility on completion.
Rachel Lowe, Senior Engineer, Regeneration thanked the members and advised that funding has been secured to progress to the detailed design stage, which may take up to a year to complete. Progression to the construction phase will be subject to securing additional funding.
