It was AGREED to adopt the minutes of the Roscommon Municipal District Meeting of 17th November, 2025.

Feedback from the Town Team Meetings

Minutes:

Cllr. Brennan gave an update from the Roscommon Town Team.

·         The Roscommon Town Team was focused on the Christmas Festival and markets which was a huge success again

 

Cllr. Fitzmaurice gave an update from the Castlerea Town Team

·         A number of meetings took place in relation to the Castlerea Town Centre First Plan

·         The town team were busy erecting the Christmas Lights and the switch-on in Castlerea proved to be a fantastic community occasion.

Specified development by a Local Authority in accordance with section 179 subsections 3(a) and 3(b) of part XI of the Planning and Development Act 2000 as amended and part 8 of planning and development regulations 2001 (s.i. no. 600 of 2001) as amended

Minutes:

Redevelopment of former HSE dwelling into 4 no. independent living units at 2 Tithe Na gCarad, Williamstown Road, Castlerea, Co. Roscommon.

Vincent Walsh, Senior Executive Engineer, Housing presented the Chief Executive’s report on the Part 8.  There were no third-party submissions.

 

The project was welcomed and supported by the members.  However, the footpaths within the area are not up to standard and access for people to cross the road from the estate is not adequate.  A new pedestrian crossing is required and better footpaths for people with mobility issues.

It was AGREED by all the members to approve the Part 8

 

6.26

Specified Development by a Local Authority in accordance with the provisions of Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended) that Roscommon County Council proposes to carry out the following development:

Columbarium Wall and Reflection Area, St. Coman’s Cemetery, Ardsallagh Beg, Roscommon Town

John Shaughnessy, Assistant Engineer, Roads presented the Chief Executive’s report on the Part 8.  There were no third-party submissions and John explained that a separate Part 8 will be required to amend the bye laws for County Roscommon, as the proposed Columbarium Wall will serve as an alternative to traditional burial plots.

 

The project was welcomed and supported by the members.  The members requested the following:

·         That bollards be put in place to prevent damage to the structure

·         That the construction workers are respectful of other burials taking place within the cemetery

It was AGREED by all the members to approve the Part 8.

Approval of Civic Reception Request

Request from Councillor Brennan:

That Roscommon County Council honour Cloontuskert Development and Tidy Towns Association at the 2026 Civic Reception as The Abbey Housing Estate, Cloontuskert was the overall All-Island winner in the Urban Neighbourhoods and Housing Estates Category at the IPB Pride of Place Awards held in November 2025”.

Cloontuskert Development and Tidy Towns Association do a huge amount of excellent voluntary work in their community.

Votes of sympathy were conveyed to

·         Tom McDermott on the passing of his mother Breege McDermott.

·         The Maguire family, Donamon on the passing of Maureen Maguire

·         The Vaughan family, Castlerea on the passing of Sean Vaughan

·         The Kenny family, Ballintubber on the passing of Tom Kenny

·         The Doherty family, Ballinlough on the passing of John Doherty and his brother Gabriel Doherty

 

A minute’s silence was observed in memory of the deceased.

Minutes:

The following matters were raised

·         Timeframe for the proposed footpaths between Hannon’s Hotel and the Golf Club

·         Acknowledgment of the success of the winter maintenance programme for regional and national roads in line with budgetary constraints

·         Untreated surfaces on local roads during the prolonged cold snap and a request for a different approach to include key routes and services such as schools and childcare facilities

·         The treacherous state of the Ballintubber to Castlerea Road at Rosmeen during the bad weather

·         Query as regards the inclusion of the hill at Castle hill, Castlerea in the winter maintenance plan

·         Query in relation to a previous commitment to place salt bins on hills which was never actioned by Roscommon County Council and hopes for the SPC to move this forward

·         Request for a dedicated person to work on cleaning up litter in Castlerea town

·         Request for the Walk Road in Roscommon to be gritted as it is a busy road on a hill and

It was AGREED by all the members to request that the Walk Road back to the Blackstick Road be included in the winter maintenance plan going forward

·         The ongoing issue of the Castlerea Safety Scheme that did not proceed and

It was AGREED by all the members to write to the TII and request a meeting to establish how we

can move forward with some aspects of the scheme in a bid to make Castlerea town safer

 

Tom McDermott, Municipal District Co-ordinator responded to the issues as raised

·         The Active Travel Department have confirmed that the scheme from Hannon’s Hotel to the Golf Course will hopefully go to tender in quarter two 2026 will the aim of starting construction in quarter four of 2026

·         The Castlerea Operational Area is experiencing a shortfall of four staff; however, the 21 bins are emptied on a daily basis, and we currently don’t have the resources to have a dedicated person on street cleaning in Castlerea town
