A.O.B.

Minutes:

Cllr. Holland made representations on behalf of the residents of Creevyquin, Roscommon after recent rainfall led to flooding on their properties due to water coming off the new solar farm development. The development by Power Capital Renewable Energy Limited was given the go ahead by An Bord Pleanála and condition no. 19 previously imposed by Roscommon County Council was removed in the final grant of permission.

Tom McDermott, Municipal District Co-Ordinator informed the members that the Area Engineer visited the site with a representative from the Environment Department to assess the situation.

The members discussed the issue and commented that the Office of Public Works (OPW) are responsible for flooding that affects houses in danger of flooding. The planning permission does include a condition asking the developer to submit a plan for surface water and the developer needs to clean the drains between the development and the river. Power Capital have obtained a road opening licence to lay ducts and as part of this they must do a full reinstatement of the road.

The members called on the developers to take measures to alleviate this flooding and safeguard nearby homes and stressed that they need to improve their communication with the nearby residents.

On the PROPOSAL of Cllr. McDermott

            SECONDED by Cllr. Dineen

It was AGREED by all the members to write to the developer asking them to communicate with all the residents.

Cllr. Fitzmaurice raised the issue of poor street lighting in Castlerea town mainly due to the upgrade to LED lighting, as the N60 runs through Castlerea town this can be very dangerous. He indicated that the safety parts of the previous Part 8 scheme for Castlerea town could have gone ahead, especially the pedestrian crossing points but unfortunately the TII would not proceed with separate parts of the scheme.

On the PROPOSAL of Cllr. Fitzmaurice

            SECONDED by Cllr. Dineen

It was AGREED by all the members to write back to the TII asking them to give us the funding and allow us to proceed with the pedestrian crossings in the interests of the safety of the people of Castlerea.

An update was requested on the proposed 30km speed limit for urban areas.

Tom McDermott, Municipal District Co-ordinator agreed to follow up on this and report back to the members at the next meeting.

Cllr. Holland highlighted that ducting and supporting infrastructure for four streetlights in Lisacul has been in place for years, yet the poles and lights themselves were never installed.

Tom McDermott, Municipal District Co-ordinator agreed to discuss this matter with our Assets and Energy Department.
