Matters arising from the minutes

Minutes:

Cllr. Leyden requested details of the accessible equipment planned for Loughnaneane Park

4.24

Abandonment of Public Road and the Extinguishment of Public Right of Way at Kilrooskey, Roscommon - Section 11 and Section 73 Roads Act 1993

This is for information purposes at this point and seeking agreement of the Members to initiate the statutory process.

Minutes:

Tom McDermott, Municipal District Co-ordinator provided the members with a background to this agenda item. The members agreed to discuss the item further with John Mockler, Senior Engineer at the meeting to follow this meeting and also that they would get further opportunity to discuss this when it comes before them during the statutory process.

Will Roscommon County Council apply for funding under the Active Travel or other scheme in 2024 to provide a pedestrian crossing near the top of St. Teresa's Road, Lisnamult, to enable the safe crossing of pedestrians on the Galway Road?

Tom McDermott, Municipal District Co-ordinator read out the response:

We aim to progress a redesign of this junction with TII in 2024 with the aim of making the junction safer for all road users.

Notice of Motion - 1.24 Cllr. Leyden

That Roscommon Municipal Districtreplace the 'temporary' speed ramps on St. Teresa's Road, Lisnamult (that were installed to test the efficacy of speed ramps at this location) with permanent ramps, similar to those on Antogher Road and The Walk”.

Tom McDermott, Municipal District Co-ordinator read out the response:

Roscommon County Council are currently procuring a Contractor for the replacement of the 'temporary' speed ramps on St. Teresa's Road, Lisnamult, with permanent ramps, similar to those on Antogher Road and The Walk.

It is hoped that these works will be carried out in February 2024.

 

7.24

Feedback from the Town Team Meetings

Minutes:

Cllr. Waldron confirmed that there was no update from the last meeting and that the Castlerea Town Team meeting will take place at the end of this month

 

Cllr. Shanagher and Cllr. Leyden gave an update from the Roscommon Town Team:

·         The “Souls of Ranelagh” monument will be unveiled on 31st January.  It was funded by Creative Ireland and the Roscommon Town Team and is a beautiful piece of work by Mark Feeley.  The monument acknowledges the bodies that were discovered in a burial ground that was discovered as part of the N61 Coolteige Road Project

Correspondence - e-mail from TII re. 54.23

Minutes:

Tom McDermott read the response from TII as circulated to the members.  The members discussed the issues again and believe that additional measures are required at this location to make it safer for road users.

            SECONDED by Cllr. Dineen

It was AGREED to write to TII again regarding this stretch of the N60 at Oran and request a slow lane to be installed on the hill going in the direction of Castlerea.

Votes of Congratulations/Sympathy

Minutes:

Congratulations were sent to Castlerea St. Kevin’s GAA team on getting to the Intermediate Football All-Ireland semi-final recently.

Congratulations were also sent to St. Brigid’s GAA team on getting to the All-Ireland Senior Club Football Final recently.  Both teams were defeated but put in an outstanding performance.

 

There were no votes of sympathy.

Minutes:

·         Cllr. Shanagher referred to the IBAL results, that classed Roscommon town as moderately littered and specifically mentioned two heavily littered sites in the town, a private laneway to the Matrix Gym and a laneway to the rear of Casey’s Circle K.  Cllr. Shanagher requested that we write to the environment department to find out where the responsibility lies for these two areas and establish what we can do to improve this situation going forward

·         Cllr. Waldron mentioned the ongoing problem of people dumping items outside charity shops

·         Cllr. Fitzmaurice thanked the staff of Roscommon County Council, the ESB and the local people who came out and helped clear the roads and tidy up after the storm.  He also asked that any trees on the side of the road that are rotten can be knocked down now to avoid fatalities in the future

·         Cllr. Leyden requested an update on the planned works between Hannon’s Hotel and the Golf Links Road.  Tom McDermott, Municipal District Co-ordinator explained that consultants have been appointed to prepare a detailed design for the scheme in 2024 with plans to go to construction in 2025

·         Tom McDermott, Municipal District Co-ordinator informed the members that the Municipal District Funding scheme will soon be open for applications until with a deadline of 27th February
