Proposed Material Contravention of the Roscommon Town Local Area Plan 2014 - 2020 (Variation No. 1)

Planning Reference: PD/18/578

Applicant: Mayo Roscommon Hospice Foundation

Development Proposal: Palliative Care Centre at Ardsallagh Beg, Roscommon

Minutes:

Mary Grier, Senior Planner, Roscommon County Council, outlined the history of the proposed development and presented the Chief Executives report in relation to the proposed material contravention for their consideration. The members welcomed the proposed development and thanked all involved and

 

On the PROPOSAL of Councillor Leyden

        SECONDED by Councillor Shanagher

It was AGREED by all the members to materially contravene the Roscommon Town Local Area Plan (2014 to 2020) in order to facilitate the granting of planning permission for the development proposed under planning application PD/18/578 subject to the schedule of conditions contained in Appendix 2 of the Chief Executive’s report.

Feedback from the Town Team Meetings

Minutes:

Roscommon Town Team

·         Roscommon Train Station – Creative Animation of the railway platform.

·         Developing a brochure for tourists who wish to take walks within the town and they are going to print in two weeks. Also linking in with other walks in the larger environ of Roscommon Town including the Suck Valley Walk and Mote Park.

·         Local-Link Bus survey lodged with new manager based in Mullingar who will have to make a case to TII for the services identified. As a result of new structures within Local Link more lobbying is needed to secure the necessary funding.

It was AGREED to write to the National Transport Authority and to the Minister of Transport and request that the funding that was available to the Local Link services for County Roscommon prior to the restructuring is still available for County Roscommon going forward and to seek additional funding for County Roscommon.      

·         Edenville House. Coffee Morning workshops in March, followed up by two visits to the building in May. Information and submissions submitted to OTS solutions following a grant by leader for additional services to update the information on the house. 

·         Update was requested on the various grants and enhancement schemes that have been awarded to Roscommon County Council for Roscommon Town. Regeneration Team are managing those projects and an update to be provided for the next MD meeting.

 

Castlerea Town Team

·         Funding rural regeneration – application made for the

o   enhancement of the streetscape through a coordinated painting scheme

o   Outdoor gym equipment for Somers Park 

·         Funding through Creative Ireland has been received for an inflatable stage cover, 50% in total of the overall cost with the balance being met by the Town Team.

·         Somers’s Park – application has been made for an Intergenerational Walkway within the park.

·         Liaising with the Town Trust in relation to projects within the Demesne.

·         Parking signs around the towns for visitors to direct around the town.

·         1-Hour parking working well, need a touch-up and a few more if funding available.

·         Large challenge by the major Roadworks funded by TII around the town which will affect shop & businesses. Town Team looking at ways to mitigate the impact on the community.

        SECONDED by Councillor Leyden

IT was AGREED that Roscommon County Council honour at the next civic reception the members of the Shannon Academy of Irish Dance who won All Ireland and World Titles at the All Ireland and World Irish Dancing Championship competitions in Killarney.

 

Hedge cutting– John Mockler provided the members with an update on additional verge trimming in the Municipal District following a query from Cllr Fitzmaurice.

 

Cllr Leyden asked that we would prioritise verge trimming at junctions and dangerous corners

 

Concerns were raised by Cllr McDermott about flooding on the N60 at Rockfield and a commitment was given to carry out works during the road closure for the Cloverhill bypass.

 

Cllr Waldron asked that verge trimming be carried out on the diversion routes through Ballintubber for an existing road closure especially outside Kelly’s shop. These routes will be actioned in line with the current policy on verge trimming and subject to available resources.

SECONDED by Councillor Waldron

It was AGREED to write to Irish Water asking them to install a sewerage treatment plant into the village of Castleplunket due to the large number of septic tanks in the area and also the fact that the treatment plant for the local housing estate was not taken in charge.

 

Cllr Fitzmaurice expressed concerns regarding the safety standards employed by the contractors carrying out works on the communications networks in the Castlerea Area. HE has had people make reps in relation to works on the Trien road and he feels their traffic management is substandard. John Mockler has spoken to site personnel regarding the traffic management issues after passing that way recently.
