It was AGREED by all the members that the road within the housing development at Greenfields, Lanesboro Road, Roscommon be declared a public road.

“That Roscommon Municipal District examine the issues identified in a recent parental survey regarding safety concerns outside Threen National School and report on potential measures to enhance safety in the vicinity of the school”.

In light of representations received from parents and the findings of a recent parental survey regarding safety concerns outside Trien National School, I request that Roscommon County Council examine the issues identified and report on potential measures to enhance safety in the vicinity of the school. 

REPLY:

In County Roscommon, speed management and awareness on public roads are addressed through a combination of enforcement, infrastructure, and education. The local authority sets speed limits for national, regional, and local roads, with variations based on road type and specific constraints. An Garda Síochána enforces these limits through mobile and fixed speed cameras, Go Safe vans, and speed detection devices. Traffic calming measures such as speed ramps, pinch points, rumble strips, and variable speed limit signs help improve safety, particularly in school zones and residential areas.

Roscommon County Council, in collaboration with the Road Safety Authority, runs awareness campaigns highlighting the dangers of speeding, while penalty points and fines act as deterrents. Additionally, technologies like average speed cameras and collision data analysis help identify high-risk areas and enhance road safety.

In Trien, Roscommon County Council has implemented road markings, Gate way speed signs, and hazard warning signs to alert road users to potential risks along the R-361 within the existing 50km/h zone. New periodic 30kmph speed signs are due to be installed later this year following the recent speed limit review that was carried out.

Where funding is available—such as through the NTA Safe Routes to School program—additional traffic calming measures may be introduced to further enhance road safety. In the interim, Roscommon County Council will look at existing traffic calming measures and seek to refresh road markings and clean signage where necessary.

Trien National School should also apply to the NTA for funding in the next round of the Safe Routes to School schemes.

Cllr. Conboy spoke in support of her Notice of Motion and referred to the survey conducted among parents of pupils attending Threen National School. She noted that 96% of respondents indicated that they felt unsafe when dropping off and collecting children at the school. Cllr. Conboy requested that Roscommon County Council address the identified safety concerns and consider a range of both short-term and long-term measures to improve traffic management and pedestrian safety in the vicinity of the school.

The Members expressed their support for Cllr. Conboy’s Notice of Motion and acknowledged the concerns raised regarding road safety at Threen National School. It was noted that speed enforcement by An Garda Síochána remains a challenge. Members requested that Roscommon County Council engage with the school management to ensure that all possible measures are being considered to improve safety and alleviate the difficulties experienced during school drop-off and collection times.

Reference was also made to a previous Notice of Motion seeking the installation of speed ramps at all schools. Members discussed the need for appropriate traffic-calming measures at a number of schools throughout the Roscommon Municipal District, including Lisacul, Cloverhill, Ballintubber and Cloonfad National Schools.

ROSCOMMON

Cllr. Brennan provided an update on the Roscommon Town Team and advised that, while the full Town Team had not met since the previous meeting, the officers had convened to discuss proposed amendments to the Roscommon Town Plan.

CASTLEREA

Cllr. Fitzmaurice provided an update on the Castlerea Town Team, noting that the AGM had recently been held and that work is continuing on a number of projects currently being advanced by the Town Team.

Members expressed dissatisfaction with the response received from TII, stating that it failed to address the specific issues outlined in their detailed correspondence. Cllr. McDermott again highlighted the safety concerns associated with the junction and maintained that a turning lane should have been included as part of the scheme. Members unanimously agreed that the response was inadequate and stressed that their objective is to prevent future collisions and enhance safety at a location which they believe presents a significant risk of serious accident or injury.

Votes of congratulations were extended to the Roscommon LGFA Under 16 girls who won the All-Ireland final.

The following issues were raised –

Cllr. Conboy raised concerns regarding the ongoing traffic issues in Castlerea and referred to a recent meeting with representatives of Corlann on the Ballydrimley Road. She noted the significant increase in traffic volumes in the town, which is expected to grow further with the proposed development at Tarmon Manor. Concerns were also raised regarding the lack of pedestrian crossing facilities in the area and the resulting impact on accessibility and mobility. Cllr. Conboy highlighted delays experienced at the Hell’s Kitchen junction, particularly for right-turning traffic, and noted that traffic congestion can at times obstruct access to the Corlann premises. She requested that Roscommon County Council engage with Corlann to examine potential short-term measures, including the provision of a yellow box, while also considering longer-term solutions. Members suggested that a proposal be submitted to TII seeking a timeline for the delivery of a ring road for Castlerea.                                                                                                                                                                                                                                                                                                                           

Members agreed that the issues raised by Cllr. Conboy were valid and acknowledged the ongoing traffic and pedestrian safety concerns in Castlerea. They noted that progress on a proposed TII scheme, which included pedestrian crossing facilities, had been complicated by not accepting the scheme in its entirety due to concerns regarding the significant loss of car parking spaces. Members were informed that discussions are continuing with a view to progressing the project and that there remains potential for the scheme to proceed, subject to the provision of alternative off-street parking and traffic management measures. Members also expressed disappointment that a roundabout at the Hell’s Kitchen junction had not been considered as an option and highlighted the need for greater engagement by TII with the local community in identifying suitable solutions for the town.

Lorcan Flynn, Executive Engineer, Castlerea, informed the members that Roscommon County Council is currently progressing works to extend the footpath from the Ballydrimley Road to SuperValu, with the aim of improving pedestrian connectivity and providing safer access for Corlann service users travelling to the shops.

Cllr. Fitzmaurice raised concerns regarding delays in verge-cutting works on the N60 this year, noting that overgrown vegetation was impacting visibility and creating safety concerns at a number of junctions.

Lorcan Flynn, Executive Engineer, Castlerea, advised that verge-cutting on national roads is being undertaken by an independent contractor this year. He informed members that works commenced in the Athlone area and will progress westwards towards Ballinlough as part of the programme.

Cllr. Fitzmaurice informed members that the Castlerea Rose Festival is due to commence this coming week.  He expressed his appreciation to Roscommon County Council and fellow members for their continued support of the festival and extended an invitation to all to attend and support the range of events planned throughout the Festival.

Cllr. McDermott raised concerns regarding traffic speeds in the vicinity of Cloverhill National School, referring to the results of a recent traffic survey which indicated a high level of non-compliance with the speed limit.
