Roscommon Municipal District Meeting – 28th March, 2022

It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting of 28th March 2022.

Matters arising from the minutes

Minutes:

·        A Planning & Development Part 8 application has been advertised for a covered civic space & historic well on the North and South side of The Market Square and submissions are welcome.   The closing date for submissions/observations is 9th June, 2022.

·        Cllr. Leyden is seeking an update on when the remaining works will go ahead for signage and a date for the reopening of the west side of The Square to traffic. 

·        Cllr. Dineen requested clarification as to whether the west side passage way is in accordance with the standard for traffic and pedestrians.

·        Majella Hunt, Director of Services met with the Town Team and identified mid-June as an opening date for The Market Square however, this could be subject to change as a number of issues with pavement works have to be addressed.

·        Disabled parking signage, street lining and parking is in compliance with the Planning & Development Part 8.

·        A one-way system will be in operation from Eight ‘til Late to the Post Office.

Two-hour parking will be in place in the town and one hour on the west side of The Market Square.  Outdoor events can take place in The Square.  The location will be closed to traffic during events in the interests of safety.  Collapsible bollards will be in place during events.  Directional signage to the pedestrian walkway and car park to the west side of Market Square should be reviewed. 

·        A number of members raised the issue that one of the flower planters across from Newsround is causing an obstruction for drivers and requested it to be moved.  Majella Hunt, Director of Services will examine the layout and will arrange the relocation of the planter if required. 

·        Majella Hunt, Director of Services confirmed that the six disabled parking spaces at the Old Square will remain.  The new spaces meet the standard and are designed with a drop-kerb which is in place to enable the person alight safely from the vehicle to the adjoining footpath. 

·        Cllr. Waldron stated that an Access for All Group Meeting is due to take place in the next couple of weeks and he will revert back to Majella Hunt, Director of Services with the outcome. 

·        TII Feasibility Study for Castlerea -  A traffic survey was conducted on the N60 at Main Street, Castlerea to survey traffic and pedestrian movements with a view to installing traffic lights at Delaney’s Corner and Hell’s Kitchen junctions.  Ducting was put in at Delaney’s Corner, Supervalu and Hell’s Kitchen for pedestrian crossings. Neal Geraghty, A/Municipal District Co-ordinator is waiting on a report back from the TII and will circulate it to the elected members when it comes to hand.  He will write to the TII again regarding the ongoing safety issues for pedestrians.

·        Cllr. Waldron raised the issue regarding poor visibility at the Pedestrian Crossing on St. Patrick’s Street.

Nomination to Corporate Policy Group

Nomination of a Roscommon MD member to represent the MD on the Corporate Policy Group

Minutes:

·        Roscommon Municipal District is not represented on the CPG Group.  The AGM is in June and nominations can be put in place to appoint a Chairperson.  The Chair on the SPC Group will automatically be place on the CPG.  It was proposed by Cllr. Leyden and seconded by Cllr. Dineen to have the Municipal District AGM after the Plenary AGM.

Results of Plebiscite - Knockroe, Castlerea

Minutes:

Neal Geraghty, A/Municipal District Co-ordinator read the results of the plebiscite to rename estates in Knockroe, Castlerea.

Knockroe to Knockroe Drive – Agreed – The renaming of the specified area of Knockroe to Knockroe Drive will come into effect.

Knockroe to Knockroe Close – Not Agreed – no change will take effect.

Knockroe to Old Canal Road – Not Agreed – no change will take effect.

Civic Reception Nominations

Minutes:

·        Lisa O’Rourke – World Boxing U22 Champion – Proposed by Cllr. Fitzmaurice and seconded by Cllr. Dineen and agreed.

·        Tarmon National School - Winning the Agri Aware “Incredible Edibles Competition in 2020/2021”- Proposed by Cllr. Shanagher and seconded by Cllr. Fitzmaurice and agreed.

·        Olivia Costello – Part of the Irish U16 Golf team the won the “Quadrangular Tournament in Wales”- Proposed by Cllr. Shanagher and seconded by Cllr. Leyden and agreed.

Minutes:

·        It was proposed by Cllr. Fitzmaurice and seconded by Cllr. Dineen that Neal Geraghty, A/Municipal District Co-ordinator will write to Water Services to seek funding for a treatment scheme in Castleplunkett under the National Development Plan.

·        Cllr. Leyden raised the issue regarding the toilets in Portrun which still remain closed and proposes that Neal Geraghty, A/Municipal District Co-ordinator will write to Waterways Ireland.  Neal Geraghty confirmed that he was in contact with Waterways Ireland and will issue follow up correspondence.

·        Cllr. Shanagher stated that funding is available under the Municipal District Scheme under the following headings - Dereliction, Infrastructure, Economic, Community Development and Tourism. The closing date for applications is Tuesday 7th June 2022. 

·        The new sculptor of Gulliver created by Mark Feeley was unveiled at Lilliput Way, Kilteevan.  The work of RCC Creative Ireland Programme 2021, Volunteers and Kilteevan Tidy Town Committee was acknowledged.

·        St. Coman’s Cemetery – Nollaig Feeney, Heritage Officer made a presentation at the recent SPC Meeting to include Community and Training Projects for surveying and recording of headstones.  It was agreed at the meeting that the Heritage Officer would liaise with John Tierney of Erca Archaeology regarding the mapping of the Cemetery.  It was also agreed that the Roads Department will check resources to assist and refer the matter to the elected members to see if local groups are interested in assisting.

·        It was suggested by Cllr Leyden that additional support would be needed and community groups contacted to see if they are interested in taking on the work.  Roscommon County Council will advertise in the local papers and on social media.  Elected members may link in with the Volunteer Centre to assist community groups with the project.
