It was AGREED to adopt the Minutes of the Athlone Municipal District Meeting with Deputation from Creagh Community Development held on Tuesday, 15th January, 2019 at 9.30 am.

It was AGREED to adopt the Minutes of the Athlone Municipal District Funding Meeting held on Tuesday, 15th January, 2019 at 10.00am.

Matters Arising

Minutes:

Roundabouts at Monksland

Cllr. Naughten requested that ongoing maintenance should be carried out urgently at a number of roundabouts in the Monksland and Shannonbridge Road areas.

 

Diarmuid MacDonnacha advised that contracts are in place with local contractor and matter will be addressed.

 

Parkway Site / Abandon Sites

Cllr. Naughten requested an update in relation to the Parkway site in Monksland. Cllr. Kilduff advised the meeting that it is very difficult to deal with this site when there is no government legislation governing private sites. Cllr. Fallon conveyed his support on this matter as these sites are dangerous.

 

Majella Hunt advised the members that the Parkway Site still remained in private ownership and the Council’s position is very limited and that there nothing legally can be achieved at this point. Next step is to acquire legal advice with the possibility of CPO but this is a lengthy process at a cost and the Council is currently awaiting final advice from the Council Solicitor.

 

Road Safety Signage

Cllr. Ward thanked Roscommon County Council for the road safety signage completed but advised that issue still stands regarding lack of Right Turn off the N61 for St. Brigid’s GAA Centre at Carrowmuragh-Purts, Kiltoom Roads No. L7554 – L75531 – this is an ongoing issue and requested an update on his Question 1.19 at the last Athlone MD meeting on this matter and if there is any funding to be made available for lighting.

 

Diarmuid MacDonnacha advised that he had discussions with an Garda Siochana and the signs will be erected shortly.

2019 Road Programme

Minutes:

Mr. Eugene Dwyer, Head of Roads Department, Mr. Diarmuid MacDonncha, Senior Executive Engineer and Mr. Paul Browne, Executive Engineer presented the Draft Roads Programme for 2019 which had been circulated to the Members.

 

A general discussion regarding the Draft Programme took place and all the Councillors welcomed the locations listed. The Members thanked the Executive and Staff for work done on completing this Roads Programme for 2019 bearing in mind the limited funding made available to them.

 

The Members proceeded to highlight the following following items for consideration:

  • Cllr. Fallon made reference to N61 Ballymurray to Knockcoghery regarding issues re frozen lands and questioned if there is a time frame when this will be rectified.

 

  • Cllr. Ward stated that roads of South Roscommon are in a deplorable state of disrepair especially when Roads budget has been reduced by €10 m over last few years and requested that a letter be sent to Minister of Environment, Minister of Finance and Minister of Local Government requesting additional funding for the roads explaining in detail to the conditions of the Roads in South Roscommon.

 

  • Cllr. Naughten made reference regarding the distribution of monies to each Municipal District and questioned each allocation to each Municipal District and what is the increase percentagewise across each MD’s in comparison to 2018.  Cllr. Naughten proposed that a letter be sent to the Department seeking clarification on how the money is distributed in the three Municipal Districts. Also needs to be address internally.

 

  • Cllr. Keogh wished that the letter proposed by Cllr. Ward would include Minister for Transport and his commitment to this funding.

 

·         Cllr. Kilduff stated that monies be distributed more evenly throughout the three MD’s

 

  • Cllr. Connaughton requested that when the new Council is formed and before a ruling group is formed for the full Council, the cooperation of the Athlone MD Councillors would be forthcoming unless it was agreed that there would be an equal distribution of funds throughout the three MD’s to reflect the condition of the roads.

It was agreed by all the members to write a letter to the Minister for Transport, Minister of Finance and Minister of Housing, Communities and Local Government seeking additional funding for the roads in South Roscommon and also seeking the Minister of Finance commitment for funding in this proposal.

It was agreed by all the members to adopt the Draft Roads Works Programme for the Athlone Municipal District for 2019 subject to the amendments as agreed.

Declaration of a Public Road

It was AGREED that roads located within the housing development at “Cluain Ri”, Barrymore Townland, Athlone, Co. Roscommon pursuant to the provisions of Section 11 of the Roads Act 1993 and Roads Regulations 1994, Part 2 and the Planning & Development Act 2000 (as amended), Section 180 would be declared public roads.

“That Roscommon County Council immediately serve Notices of Compulsory Purchase Orders on all relevant landowners to enable Roscommon County Council to proceed with the necessary Part 8 Planning process for the realignments roadworks, pavement / footpath works, lighting works and road safety measures from the Council Depot at Monksland to Bealnamullia Soccer Pitch including all safety measures required outside Cloonakilla National School without any further delay”

Roscommon County Council will serve Notices of Compulsory Purchase Orders where necessary to advance the Road Improvement Scheme referred to.

Roscommon County Council have placed an order for supply of a “Welcome to Roscommon” which will be installed off the Northbound verge of the N61 approx. 300m from Ganleys Roundabout.

“I am calling on Roscommon County Council to honour Niall Murray, Knocknanool, Brideswell, Athlone, Co. Roscommon by way of Civic Reception. Niall was on the Ireland U-20S Rugby team that beat France to win the Six Nations Championship”.

 

“I am calling on Roscommon County Council to honour Jack Carty, Barrymore, Kiltoom, Athlone, Co. Roscommon by way of Civic Reception. Jack was the first Roscommon man to win Senior international Rugby cap playing for Ireland”.

Minutes:

Ownership of Dogs in County Roscommon

Cllr. Fallon brought a proposal to the meeting regarding the ownership of dogs in County Roscommon. Cllr. Fallon has concerns that serious killer dogs or dogs that attack animals or people are not dealt with in the appropriate manner by the dog pound.

 

Cllr. Keogh agreed with respect to dogs that attack but also proposed that all dogs need to be micro-chipped by law. Cllr. Keogh made reference to the great progress of Roscommon pound and would not like to see this work undermined.

 

Majella Hunt advised that she needs to discuss the matter with Corporate Affairs Department.

 

Cllr. Connaughton supported the proposal but also proposed that a full review needs to be undertaken by the SPC.

            SECONDED by Councillor Connaughton

It was AGREED that a full review be undertaken by the SPC regarding the ownership of dogs in County Roscommon so that serious killer dogs or dogs that attack animals or people are dealt with in the appropriate manner by the dog pound.

 

Parkway Site

Cllr. Keogh acknowledged the fact that Parkway Site was discussed under Matters Arising but also wanted to propose that the fencing at this site be removed under Health and Safety grounds in front of the site with immediate effect.

 

Retirement of Cllr. Paddy Kilduff

Cllr. Kilduff made sincere good wishes to the Staff and Members of the Athlone Municipal District for all there help and contributions over the last five years in his last term and Member of Rosocmmon County Council.

 

Good wishes were returned by all Elected Members to Cllr. Kilduff for his tremendous contributions for the work he has achieved throughout his term in office and wished him and his family well in his retirement. Majella Hunt also thanked Cllr. Kilduff on behalf of the Executive for all his work and persistence, that he was and asset to the Council and his area.

 

The next meeting will be held on Tuesday, 7th May, 2019 at 10.00 am.
