The Cathaoirleach Cllr. J Naughten welcomed everyone to the meeting.

It was AGREED to adopt the minutes of Athlone Municipal District meeting held on 27th September, 2022.

Briefing Note (Speed Limits on National Roads)

Minutes:

A Briefing on the Speed Limits on National Roads was presented to the Members by John Mockler Senior Engineer and John Freeman, Senior Executive Engineer from Roads Department.

 

Following the briefing, Members expressed their disappointment and safety concerns in relation to the N61 and N63 proposals.

 

In the absence of two Members of the Athlone MD council, it was agreed to defer a decision on the proposal until all Members were briefed.

Minutes:

Specified Development under Section 179 of the Planning and Development Act 2000 and Article 81 of Part 8 of Planning and Development Regulations 2001(amended)- Road Safety Scheme adjacent to Cloonakille National School, Bealnamulla, Athlone was presented to the Members by John Mockler Senior Engineer.

 

The Members discussed the scheme in general and requested that egress from the school be limited to left turn only.

It was AGREED by all members to adopt the Part 8 for Cloonakille National School.

Minutes:

Cllr. J Naughten inquired if the costing to raise the Clonown road was completed.

Paul Browne A/Municipal District Co-Ordinator informed the Members that he had the costing completed with details available after meeting. Estimated costing of €7 million.

A request to be submitted to the Department of Public Expenditure and Finance to fund this project.

10.22 Provision of additional Speed Tables on the Old Tuam Road - Cllr J Naughten

 

 

“That Roscommon County Council provide a minimum of three additional speed tables on the Old Tuam Road to help address the ongoing issues with speed on what is primarily a residential road.   The speed tables previously installed have contributed to a reduction in speed where they are located.”

Reply:

 

A number of traffic calming measures have been provided along public road LP 2047 including driver feedback signs, speed stamps, speed tables and ancillary warning signs and road markings. The A2 Bus Service operates on the half hour along this public road; technical advice documents in relation to bus routes recommend that there should not be a series of closely spaced speed tables.

 

This stretch of road was highlighted to the Gardai for increased observation and enforcement on those who do not comply with the speed limits.

 

The Council reminds all drivers to only drive within the necessary speed limits, but also at speeds that are appropriate to the conditions. Drivers should always be aware that speed limits are not a target! Drivers who ignore speed limits put themselves and others at great risk.

It was AGREED by the Members that a review be done in twelve months to review the situation and look at the possibility of another speed table along this stretch of road. Paul Browne A/Municipal District Co-Ordinator agreed to do a review and carry out a speed survey over the coming year
