Adoption of Minutes

Minutes:

The Cathaoirleach Cllr. Laurence Fallon welcomed everyone to the meeting via MS Teams.

It was AGREED to adopt the Minutes of Athlone Municipal District meeting held on 3rd December, 2021.

 

 

3.22

"Specified Development under Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended) - Cemetery Extension at Kilbegley, County Roscommon.

Minutes:

The Chief Executive’s report on the Specified Development under section 179 of the Planning and Development Act 2000 and article 81 of Part 8 of the Planning and Development regulations 2001 for a cemetery extension at Kilbegley was presented.

 

The proposal is to provide for the extension of the existing graveyard burial facilities to create circa 188 new grave spaces, with provision of new boundary walls, new pedestrian and vehicular access and footpaths in the townlands of Kilbegley, Co. Roscommon in line with the plans and particulars advertised.

 

In accordance with the Chief Executives recommendation, the proposed development accords well with the policies and objectives as well as the development management guidelines and standards of the Roscommon County Development Plan 2014-2020 and this accords with the proper planning and sustainable development of the area.

It was AGREED to proceed with the works in accordance with the approved plans.

 

 

 

4.22

Matters Arising

Minutes:

The members welcomed Claire Gunning, Assistant Engineer to Athlone MD.

 

4.22a Meeting requested with TII and Unauthorised Development at Kiltoom

Cllr D Kilduff expressed the need to expedite the meeting requested with TII in relation to road safety issues on the N61, following the recent tragic accident at Kiltoom.   He also raised the issue of an unauthorised development near the filling station on the N61 and expressed his wishes that the Planning Enforcement of Roscommon County Council would take action immediately in relation to this matter.

This was supported by all members.

 

 

Paul Browne, A/Municipal District Co-Ordinator informed the members that the Planning Enforcement department are presently investigating the unauthorised development.   We are awaiting their findings.

 

4.22b Update on Part 8 for Cloonakilla NS and works at Creagh

 Cllr J Naughten looked for an update on Part 8 for Cloonakilla NS and when will it be published.  He also asked for an update on commencement of works under the Active Travel Measure for Creagh in relation to footpaths and public lighting and if there was a timeframe for when the funding had to be spent.

 

Paul Browne, A/Municipal District Co-Ordinator informed the members that the safety audit report was recently returned to the roads section of Roscommon County Council.   The design is currently being revised in accordance with report observations.   Statutory processes will follow ie Part 8 and a review of the speed limit.

 

The works at Creagh are imminent, public lighting is included in the contract to illuminate the gap that currently exists.

There was one Notice of Motion for discussion.

 

The following Notice of motion was read into record and a brief discussion took place in relation to the following.

6.22a

1.22 Erect directional signage on the R362- Cllr J Naughten

Minutes:

“That Roscommon County Council erect directional signage on the R-362, to indicate the location of Danesfort, Daneshill and Cluin Broc Estate, Monksland, Athlone.”

 

Reply:

Roscommon County Council will erect directional signage on the R362 to indicate the above locations, works to be completed by the end of Q3 2022.

 

Cllr. J Naughten thanked Paul Browne for his reply and asked if the possibility of a turning lane could be considered at the right turn into Cluain Broc estate as a matter of safety.

 

Cllr. T Ward also requested that a sign for Cushla 1-8 be erected as well.

 

The motion was supported by all the members.

Votes of Congratulations / Sympathy

Minutes:

A vote of sympathy and solidarity was expressed on the sad passing of Aishling Murphy, RIP to her family, colleagues and friends.

 

It was agreed by the members as a mark of respect to the deceased Aishling Murphy that the meeting be adjourned at 11.00am for 5 minutes.

 

A vote of sympathy was also expressed on the untimely death of a man which occurred from an accident on the N61 at Kiltoom to his family.

Minutes:

10.22 A - Road Safety at Brideswell NS/BallyBay NS

Cllr. T Ward raised the road safety issue at Brideswell and requested that the Council consider installing driver feedback signs on the R363 and enhance the road markings to reduce speed. He also inquired about the progress on the proposal to remove the bend at Cam, brideswell.

 

Cllr D Kilduff seconded the proposal and asked if the road markings could be extended out as far as the pre-school, Brideswell.

 

A general discussion followed regarding road safety at schools.

 

Cllr J Keogh requested a review be carried out county wide to see what can be done to assist in reducing speed outside schools.  He also proposed raising this issue at the next Plenary meeting to see what measures can be reviewed.

 

Cllr L Fallon seconded the carrying out of a review.

Supported by all the Members.

 

The Executive noted that a Notice of Motion should not be brought up under AOB.

 

John Mockler, Senior Engineer Roads Department informed the members that a review of all national roads speed limits will commence shortly.  Active travel section in roads department has now been set up to develop measures to encourage walking and cycling.  They will also be looking at ways to improve safety routes to schools.   He stated that while Roscommon County Council endeavours to ensure road safety through the provision of road markings, studs and driver feedback signs, schools also have a responsibility in regards to traffic management around their own school.

 

10.22B – LIS Schemes

 

Cllr J Naughten proposed that the closing date for LIS applications be extended to 21st February, 2022.

 

Cllr T Ward seconded his proposal.

Supported by all the Members.

 

John Mockler, Senior Engineer, Roads Department replied that he could not give a commitment at this time and would revert back to them.
