NOTICE OF MOTION – JANUARY 2019 

POSTER FREE LOCAL ELECTION CAMPAIGN 2019

 

Notice of Motion from Councillor Leyden – 1/19

“That Roscommon Municipal District supports a Poster Free Local Election 2019 Campaign in the Roscommon Local Electoral Area in the interest of the environment, local amenity and in the interest of promoting a plastic free Roscommon”.

“That Roscommon Municipal District supports a Poster Free Local Election 2019 Campaign in the Roscommon Local Electoral Area in the interest of the environment, local amenity and in the interest of promoting a plastic free Roscommon”.

 

REPLY

The members of the Roscommon Municipal District can agree by resolution to support a Poster Free Local Election Campaign in 2019, however there is no legal foundation for the proposal and therefore it cannot be enforced if other candidates choose to erect posters. 

 

Cllr. Leyden spoke about her notice of motion and her intention to run a poster free campaign for the Local Elections 2019.  Cllr Leyden then proposed the notice of motion, Cllr. Shanagher seconded the proposal and confirmed her intent to also run a poster free Local Election campaign.

 

A discussion took place and as there was not full agreement from all the members the notice of motion was not carried.

 

4.19

Request for a special meeting late February/early March to facilitate material contravention required for the Hospice planning application

Minutes:

Martin Lydon explained that a special meeting may be needed in early March to facilitate the approval by the members of a material contravention in conjunction with a Planning application for the proposed new Hospice.  The land is currently zoned transitional agriculture and it is proposed to change the zoning to community & facility.

 

The members were fully supportive of the development and the proposed location.

It was AGREED to set a provisional date of 4th March, 2019 at 11 o clock to hold the meeting.  If the meeting goes ahead it will be combined with the Roscommon Municipal District meeting originally scheduled for 20th March, 2019.

 

5.19

Discussion on the 2019 Roads Programme

Minutes:

John Mockler informed the members that the 2019 Roads Programme was in the process of being prepared.  There was a general discussion regarding the cost of completing the estate road in Cloontuskert and the likely implications of phasing the works.

It was AGREED to carry out road works at the estate in Cloontuskert in 2019 in one phase. 

 

Martin Lydon explained that the three-year plan for Roads is subject to finances being available to us.  John Mockler agreed to send a draft 2019 Road Works Scheme to the members a few weeks before the Roads meeting.

 

The matter of the Part 8 for proposed works along Antogher road was discussed and the members were asked to consider a temporary closure of the road to highlight the issues that the final works would entail. No agreement was made in relation to the road closure. It was agreed that all stakeholders would have an opportunity to provide feedback during the Part 8 process.  

 

6.19

Update from Community & Enterprise on funding streams

Minutes:

John Mockler gave the members an update on the funding achieved to date under the following headings

 

·         Town & Village,

·         Outdoor Recreational Infrastructural Scheme

·         Urban Renewal Development Fund

 

There have been no announcements yet on likely opening dates for other applications for funding but last year Clár opened in mid-March and Town & Village Renewal at the end of April and ORIS in May.

 

Cllr. Leyden requested that the application to Clár for digital signs at Cloontuskert be given priority for 2019.  Cllr. Dineen requested that an application be made to Clár for digital signs for Ballintubber also.  Martin Lydon promised to get information for the members to allow them prioritise the applications.  Cllr. Leyden and Cllr. Shanagher supported both applications being submitted and felt that the Department may actually fund both projects due to the amount of traffic and location of the National School in both areas.  It was agreed to check back with Community & Enterprise to clarify the measures under the Clár in 2019 and what the criteria with be.

Feedback from the Town Team Meetings

Minutes:

The Castlerea Town Team are

·         Upgrading the Castlerea Youth Space

·         Looking at developing a Tourism Office at the Gatehouse at the Demesne in Castlerea

·         Held a meeting with the community guards to involve everyone and create a business alert

·         Continue to work with Beara-Breifne and the Suck Valley Way

·         Commend effort of all the volunteers involved in the community and continue to look for new ideas

 

The Roscommon Town Team are

·         Running an explore and restore weekend on 15th and 16th February funded by Roscommon County Council and Healthy Ireland

·         Looking forward to the launch of the CCTV project

·         Supporting a plastic free Roscommon and are running events where producers are coming to show us how we can operate plastic free

·         Thankful for the great work done by all volunteers and the great ideas that they bring to the group

·         Planning a roadshow called “Who do you think you are Roscommon” where they intend to profile a few people who have a County Roscommon family history

·         Organising a Friends of Edenville House coffee morning in Gleesons on 9th March, 2019

·         Looking forward to the upgrade of Loughnaneane Park and working with Roscommon County Council on the Urban Scheme for the town

Minutes:

The following additional items were raised-

·         Acknowledged that today is the centenary of the sitting of the first Dáil and that Count Plunkett from County Roscommon was the first speaker in the Dáil that day. Fr. Michael Flanagan from Cloonfower, Castlerea was also remembered as he recited the opening prayer in the Dáil that day.  It was recalled that some of the members of the new Dáil were not present that day, due to being on the run or in prison.

It was agreed that 21st January should be marked by a public holiday marking the start of the Irish Republic.

·         Roscommon Town was ranked 14th in the IBAL Awards and was designated as Clean to European standards.   A discussion took place regarding the state of the streets in Roscommon town at the weekend especially around the nightclubs and fast food outlets.  The owners of these businesses need to take more responsibility for this and provide bins outside their premises and keep them emptied.

·         The bad state of the road surface on the N60 from Ballymoe to Castlerea was raised as it is extremely dangerous.  The TII had given the impression that money was allocated for this work but as far as RCC are aware this is not the case.

·         The bridge that collapsed on the Adragoole road off the N60 was discussed and John Mockler agreed to look into the matter.

·         The bridge on the way into Loughglynn is also defective and that bridge will also be brought to the attention of the Roads Department as they inspect the bridges and prioritise them for funding.
