It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting held on 11th November, 2019.

Matters arising from the minutes

Minutes:

Minutes of the Roscommon Municipal District Special Meeting held on 16th December, 2019 - Cllr Dineen enquired on behalf of Cllr. Shanagher if a parking space was left available outside Reilly’s Shop on Market Square. The members confirmed that this was agreed at the previous meeting. 

 

5.20

Attendance by Damien O'Neill, Manager, Local Link, Longford, Westmeath, Roscommon

Minutes:

Mr. Damien O’Neill, Manager, Local Link, Longford, Westmeath, Roscommon gave a detailed explanation of the various services that are provided by Local Link. He circulated to the member’s information on the services and routes currently in place in Roscommon. The members questioned Mr. O’Neill on various priorities that they felt were required in the Roscommon MD and a general discussion took place around these issues.

The members also impressed the importance of the local link services to a rural county such as Roscommon and offered their support for any pilot schemes that Local Link wished to run in County Roscommon.

It was AGREED to write to the Minister for Transport to request that their Department increase funding to the National Transport Authority for the roll out of Local Transport Infrastructure.

 

Mr. O’Neill also plans to have the website updated by the summer, with timetables and application forms for one off schemes.

 

The members thanked Mr. O’Neill for the detailed briefing and pledged their ongoing support to the provision of local transport services. 

 

6.20

Feedback from the Town Team Meetings

Minutes:

Castlerea Town Team are

·         Awarded €15,000 for outdoor gym equipment & €18,000 under the Outdoor Recreation Infrastructure Scheme for the development of a looped walkway around Somers Park.

·         Granted funding under the Town and Village Renewal Scheme.

·         Looking into a paint scheme for the town and surveying derelict properties.

·         Committed to developing a community garden in the long term.

 

Roscommon Town Team are

·         Reviewing the work and contribution to date of Roscommon Town Team.

·         The CCTV project was a great success and they are looking at extending it.

·         The Roscommon Town Interactive Heritage Tours continuous to be a success.

·         There has been a massive upgrade to Loughnaneane Park, pathways and new sculptor trail.

·         The coach parking and lighting up of Roscommon Castle will be a great addition to the town.

·         The creative animation project at Roscommon railway Station will enhance tourism.

·         They are assessing the potential of Edenville House beside Roscommon Railway Station.

·         They have been successful in obtaining Healthy Ireland funding and are continuing with the Explore and Restore Weekends.

Agree procedures for Civic Reception Nominations

Minutes:

John Mockler explained that the qualifications for civic reception nominations remain unchanged.  Advance notice by e-mail is required with as much detail as possible.

It was AGREED to send all civic reception nomination requests by e-mail prior to the agenda being published.

The provisional dates of 11th March, 2020 at 11.00 a.m. and 20th May, 2020 at 2.30 p.m. were agreed and confirmed.

10.20

Minutes:

John Mockler circulated drawings in connection with the designated places for casual trading in the Roscommon Municipal District. A short discussion followed.

 

The following issues were also raised by the members

·         The lighting on the Ballinagard road is insufficient

·         Lighting is also required at the junction of the Blackstick road with the Lanesboro road

·         There is a need for additional lighting at the gable end of Cloverhill Church

·         The Emlaghmore/Emlaghbeg road is in a very bad condition

·         Requested timeframe for resurfacing works at Ballindrimley and Arm

·         A double yellow line was placed on Patrick’s Street in Castlerea instead of a single yellow line and it was affecting traders.

·         Enquired when the one hour spaces will be reinstated following the works

·         Enquired when drainage works at the Walk will commence

·         Asked if there was an update on funding for footpaths on the Slí na Slainte route

 

John Mockler responded to the issues and advised Cllr. McDermott to e-mail Energy and Assets Management regarding the public lighting issues and Athlone Municipal District regarding the Emlaghmore road.  He also indicated that he expects the Contractor to come back to finish the works in Castlerea in the Spring.

 

Cllr. Dineen wished Cllr. Leyden good luck in the General Election.
