Election of Cathaoirleach

In accordance with Section 22(c) and Part V of the Local Government Reform Act, 2014 to elect the Cathaoirleach of the Athlone Municipal District to hold office until his/her successor shall have been appointed in accordance with law.

 

Minutes:

CouncillorTony Ward welcomed everyone to the Annual General Meeting of Athlone Municipal District He thanked the Executives and staff for their support and co-operation during his term as Cathaoirleach.

 

The Cathaoirleach invited proposals for the election of Cathaoirleach.

 

 

On the  PROPOSAL OF;       Cllr. L Fallon

            SECONDED BY;       Cllr. J Keogh

 

That Cllr. John Naughten be elected Cathaoirleach

 

 

On the PROPOSAL OF;        Cllr. I Connaughton

           SECONDED BY;        Cllr. T Ward

 

That Cllr. Donal  Kilduff be elected Cathaoirleach

 

 

Councillor Tony Ward called for a vote on the position of Cathaoirleach and the Councillors voted in the following manner;

 

VOTING FOR THE ELECTION OF COUNCILLOR NAUGHTEN:-  Councillors Fallon, Keogh and Naughten (3)

 

VOTING FOR THE ELECTION OF COUNCILLOR KILDUFF:-  Councillors Connaughton, Kilduff and Ward (3)

 

Due to a tie break situation, Liam Bergin Director of Services informed the members that in accordance with the Local Government Act 2014 lots must be drawn to determine the successful candidate in the event of a tie.

 

Both names were put in a box and Liam Bergin, Director of Services agreed to draw the name, Councillor Donal Kilduff was successful.   It was Agreed that Councillor Donal Kilduff be elected Cathaoirleach of Athlone Municipal District to hold office until his successor is appointed in accordance with the statute.

 

Councillor Donal Kilduff thanked his proposer and seconder and also thanked Councillor Tony Ward for all his work over last year and is looking forward to an exciting year ahead.

 

All members congratulated Councillor Donal Kilduff and wished him well as Cathaoirleach for the forthcoming year and also thanked Councillor Tony Ward for excellent work he carried out during his term in office.

 

Councillor Tony Ward put a Motion forward to define Athlone Municipal district as Athlone West Municipal District for all correspondence to ensure that it retains its identity as Roscommon.

 

It was UNANIMOUSLY AGREED by all members.

Election of Leas-Cathaoirleach

In accordance with Section 22(c) and Part V of the Local Government Reform Act, 2014 to elect the Leas-Cathaoirleach of the Athlone Municipal District to hold office until his/her successor shall have been appointed in accordance with law.

 

Minutes:

Councillor Donal Kilduff sought nominations for the position of Leas-Cathaoirleach.

 

 

On the PROPOSAL OF;        Cllr. T Ward

           SECONDED BY;        Cllr. D Kilduff

 

That Cllr. I Connaughton be elected Leas-Cathaoirleach.

 

 

 

On the PROPOSAL OF;        Cllr. L Fallon

           SECONDED BY;        Cllr. J Naughten

 

That Cllr. J Keogh be elected as Leas-Cathaoirleach.

 

 

Councillor Donal Kilduff called for a vote on the position of Leas-Cathaoirleach and the Councillors voted as follows;

 

VOTING FOR THE ELECTION OF COUNCILLOR CONNAUGHTON:-  Councillors Connaughton, Kilduff and Ward (3)

 

VOTING FOR THE ELECTION OF COUNCILLOR KEOGH:-  Councillors Fallon, Keogh and Naughten (3)

 

 

As the result was a tie.   The Cathaoirleach, in accordance with the standing orders, exercised his right to a casting vote.   The Cathaoirleach voted for Councillor Ivan Connaughton. 

 

It was AGREED that Councillor Ivan Connaughton be elected Leas-Cathaoirleach of the Athlone Municipal District to hold office until his successor is appointed in accordance with statue.

 

Councillor Ivan Connaughton thanked his proposer and seconded and is looking forward to working with everyone in the coming year.

 

All members congratulated Councillor Ivan Connaughton on his election as Leas-Cathaoirleach and wished him well for the forthcoming year.

Date of Meetings

To fix dates on which the Municipal District Meetings will be held within the period to 31st

May, 2021 (Provisional list of dates attached).

 

 

PROVISIONAL DATES FOR MUNICIPAL DISTRICT MEETINGS 2020/ 2021

 

14th July, 2020 (Municipal)

 

15th September, 2020 (Municipal)

 

10st November, 2020(Municipal)

 

12th January, 2021 (Municipal)

 

23rd March, 2021 (Municipal)

 

11thMay, 2021 (Municipal & Annual Meeting)

 

 

Minutes:

The proposed list of dates for meetings for the forthcoming year was noted.

 

Councillor Tony Ward noted that the date of AGM should be nearer to 15th June, 2021 as the Chair should hold office for one year.

 

Councillor Ivan Connaughton suggested that in order of fairness for the next 3 years to bring the AGM forward one week each year.

 

On the PROPOSAL OF;        Cllr I Connaughton

            SECONDED BY;       Cllr J Keogh

 

Athlone AGM will be held one week prior to last year date for the next three years.

 

Therefor Athlone AGM for 2021 should be held Tuesday 8th June, 2021

 

It was UNANIMOUSLY AGREED by all members, that the following Athlone MD meetings for 2020/2021 take place on the following dates:

 

 

·         14th July, 2020             (MD)

·         15th September, 2020(MD)

·         10th November, 2020  (MD)

·         12th January, 2021      (MD)

·         23rd March, 2021         (MD)
