To consider the Draft Budget of Athlone Municipal District for financial year ending 31st December, 2023

Minutes:

The Cathaoirleach John Naughten welcomed everyone to the meeting.  He thanked Caitlín, Paul and all the team from Athlone MD for the excellent work in the delivery of a number of significant projects and the Road Programme this year.

 

Seam Mullarkey, Acting Head of Finance presented the Chief Executive report regarding the General Municipal Allocation and the draft Budgetary Plans for Athlone Municipal District 2023.

 

The total proposed General Municipal Allocation for the Athlone Municipal District is €810,600.  This represents an increase of €40,700 on last year’s allocations.

 

Sean Mullarkey said the increase in the budget is attributed in the main to the retention of the Local Property Tax rate of 15% which is unchanged from the previous year.

 

The allocation for Community and Enterprise projects is €75,000 an increase of €2,000 on last year’s allocation.

 

The River Suck drainage programme allocation is €75,000, €30,000 is apportioned to the Athlone MD and the remainder allocated to Roscommon MD.

 

Funding for the roads is allocated on the same basis as last year, (33.3% Population, 33.3% KM Roads, 33.3% Condition).

 

Increases in allocations for illegal dumping and street cleaning and a budget for Burial Grounds Emergency Repairs were discussed.

 

The Members thanked Sean Mullarkey, Acting Head of Finance for his presentation of the Draft Athlone MD Budget 2023.

 

 

The Members welcomed the new allocation for Burial Grounds Emergency Repairs.

 

Members expressed their disappointment that the River Suck drainage allocations was not equally divided between Athlone MD and Roscommon MD areas.

 

Members requested the adjustment of the allocation for the Town Team to be increased to €10,000.   As the Town Teams are voluntary groups who do great work and need the funding provided by the Municipal Districts to complete very important projects.

Members agreed to adopt the Draft Budget 2023 for Athlone Municipal District with the follows adjustment:

 

Reduce the allocation for illegal dumping by €2,000

Reduce the allocation for Street Cleaning by €3,000

Increase the allocation for the Town Team by €5,000

 

Members thanked the Athlone MD team for the delivery of projects and road programme during 2022.
