Adoption of Minutes Minutes: The Cathaoirleach welcomed everyone to the meeting.
It is noted that this meeting is being held in accordance with Government guidelines in relation to Social Distancing.
Additional prayers were said in memory of Gerry (Gerard) Glennon, Onagh, Taghmaconnell husband of Sheila Glennon, A.S.O., Athlone Municipal district.

Declaration of a Public Road at "Slí an Choiste", Monksland, Athlone, County Roscommon'. Minutes: On the PROPOSAL of Councillor Keogh SECONDED by Councillor Ward
It was AGREED that in accordance with Section 11 (2) (b) of the Roads Act 1993 the road located within the housing development at Sli an Choiste, Monksland,Athlone, County Roscommon be declared a public road. |

It was AGREED that in accordance with Section 11 (2) (b) of the Roads Act 1993 the road located within the housing development at Greenhills, Knockcroghery, Co. Roscommon,be declared a public road.

It was AGREED that in accordance with Section 11 (2) (b) of the Roads Act 1993 the road located within the housing development at Elm Close, Barrybeg, Athlone, Co. Roscommon, be declared a public road.

Athlone Municipal District Draft Road Works Programme 2020 PDF 287 KB Minutes: Mr. Diarmuid MacDonncha, Athlone MD Co-Ordinator, and Mr. Paul Browne, Executive Engineer presented the Draft Roads Programme for Athlone Municipal District for 2020 which had been circulated to the Members. Members were advised that this is the first year that the Department of Transport, Tourism & Sport has granted approval to transfer funding from Surface Dressing to Road Reconstruction, which is welcomed.
Shane Tiernan, Director of Services, Roads & Transportation, advised that the allocations for 2020, in the sum of €42.5m (€20m from TII - €10m of this to N5), is a very significant budget investment for Roscommon. He also thanked Staff for their efforts to prepare for the commencement of the 2020 Roadworks Programme as soon as possible in light of current Government restrictions due to Covid 19.
A general discussion regarding the Draft Programme took place and all the Councillors welcomed the Programme. The Members thanked the Executive and Staff for work done on completing this Roads Programme for 2020.
The Members proceeded to highlight the following items for consideration: · Cllr Naughten & Cllr Fallon in particular noted that funding has been provided for works at Creagh, Ballinasloe from both the Roadworks Programme and from Town & Village funding to address ongoing safety concerns at this location.
· Cllr Naughten requested that Roundabouts at Monksland should be maintained properly by the Company who has the contract to do so, in particular those coming from National Routes into the County at this location.
· Cllr Keogh queried what works were to be provided at Cushla, Monksland, shown on Roads Programme Map but not on the list of roadworks. Paul Browne confirmed that this relates to Drainage works which will include surfacing works.
· Cllr Fallon queried when it may be likely that the Roadworks Programme would commence. Paul Browne advised that Contractors are available to commence on 5th May, providing the Government lift restrictions due to Covid 19 on that date.
· Cllr Ward advised that while there was tremendous work done on the Milltown Road in 2019, this road was only ½ complete with the expectation that the remaining would be completed in 2020. He requested that this road be included in the 2021 Programme.
· Cllr Keogh also advised that there were a number of roads where works were partially completed in 2019 and were not on the programme for completion in 2020. Taughmaconnell/Corrarea/Ballygatta (Dugggary side not done). He also requested that this road be included in 2021.
· Cllr Naughten requested that Cappayuse be included for 2021.
· Cllr Naughten, Cllr Keogh & Cllr Ward requested that if additional funding is provided later in 2020, that the roads requested to be included in 2021 Programme would be considered as a priority.
On the PROPOSAL of Cllr Connaughton SECONDED by Cllr Keogh It was agreed by all the members to adopt the Draft Roads Works Programme for the Athlone Municipal District for 2020 as presented.

Taking in Charge at L7614 Minutes: Cllr Ward again raised the issue that 80m of Private Road situated off L7614 at Corboley, Knockcroghery be Taken in Charge by Roscommon County Council, as previously raised at meeting on 21st January 2020. Ivor Kilcline, SEE Roads, Diarmuid MacDonncha and Cllr Ward will meet to review the issues at this location.

Criteria for Local Improvement Scheme Minutes: Cllr Ward raised an issue with the criteria in place by the Department of Rural & Community Development for the Local Improvement Scheme (LIS), i.e. the requirement that the private road will facilitate 2 landowners (or more) before an application can be made.
On the PROPOSAL of Cllr Connaughton SECONDED by Cllr Keogh
It was agreed to write to the Department of Rural & Community Development to request that the criteria are amended to include that “if a private road serves 1 dwellinghouse, where there is only 1 landowner, then they can be eligible for an application for LIS”.

Litter & Dog Fouling on new Public Walkway at Cushla, Monksland Minutes: Cllr Keogh & Cllr Naughten requested that consideration may need to be given to restricting access to Dogs if fouling continues on this route.
