On the PROPOSAL of Councillor Michéal Frain SECONDED by Councillor Valerie Byrne It was AGREED that Section 11 (2) (b) of the Roads Act 1993 and Roads Regulations 1994, Part 2 Planning and Development Act 2000 (as amended), Section 180 Local Government Reform Act 2014 Schedule 3 Declaration of public road within the housing development at The Fairgreen Frenchpark be ADOPTED.

Members welcomed the taking in charge of these estates and progress made. The following was discussed: · To extend list to North of County and the importance of obtaining funding for taking these estates over. · Members complimented Council staff on the work put into getting these estates in charge. · Challenges with water connections, road finishes, etc. in some estates. · The difficulty in getting estates taken in charge. More funding needed from Central Government to deal with issues like bonds, way leaves, etc. The majority of these estates are in the Boyle MD. · As an MD to look for funding now for estates to be taken in charge while resources are still available. Emphasis should be on affordable housing as much as social housing. Allow people to live in their own locality. · A Motion to be placed before the Plenary Meeting requesting a budget allocation for estates to be taken in charge.
On the PROPOSAL of Councillor Tom Crosby SECONDED by Councillor Michéal Frain It was AGREED that an amended Section 23 scheme to incentivise home building would be introduced.
On the PROPOSAL of Councillor Valerie Byrne SECONDED by Councillor Sean Moylan It was AGREED that a letter would issue to the Department of Housing, Local Government & Heritage from Roscommon Co. Council requesting additional funding for estates to be taken in charge.

I call on the council to do any planned maintenance work on the N61 while it is closed, and for us to request that the TII do the same, and fast track any surfacing work etc. that they may have planned.
This will help minimise inconvenience on the road when it reopens.

Response:
Boyle MD are currently completing as much maintenance works as possible during the road closure.
Mr. Anthony McDermott confirmed that every opportunity will be taken to carry out maintenance works while the N61 is closed.
Members supported the motion and made the following points:
· The issues surrounding the Clashganny section of the N61 and the current difficulties with that scheme. There were calls for emergency legislation to be put in place to ensure schemes like this are successfully completed.

Votes of Congratulations/Sympathy Minutes: A vote of congratulations was extended to Cllr. Liam Callaghan on the marriage of his daughter Aisling recently.
A vote of congratulations was extended to Cllr. Michéal Frain on his election as Cathaoirleach of the Northern & Western Regional Assembly.

Civic Reception Nominations Minutes: Cllr. Valerie Byrne to propose a group for the Civic Reception at next September’s meeting. |

AOB Minutes: The following issues were raised:
Needs Analysis for Boyle Childcare facility At MD level, identify Council-owned land suitable for site of facility – to discuss further at next meeting. Option of Community Regeneration Funding – look at long-term lease of multi-use facility – use as match funding rather than green field site.
Additional Funding for Graveyards: The development of a Columbarium Wall at new Elphin Graveyard. Each grave is consecrated so graveyard is open to all denominations. Compliments to Assylinn Graveyard Committee on the works carried out there which have transformed the graveyard.
Boyle Tidy Towns Committee was commended for its work in preparing the town for the Boyle Arts Festival.
Public Realm Strokestown In advance of project commencing, there will be a meeting with the Heritage Group in Percy French Hotel, Strokestown on Monday 21st at 2.30pm. Boyle MD councillors are asked to attend. |
