Minutes:

John Freeman, Senior Executive Engineer, read through the CE Report on the Specified Development by a Local Authority in accordance with Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended) Specified Development N5/L60539 Strokestown Road Safety Improvement Scheme.

 

On the PROPOSAL of Councillor Tom Crosby

             SECONDED by Councillor Liam Callaghan

It was AGREED to adopt the Specified Development by a Local Authority in accordance with Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended) Specified Development N5/L60539 Strokestown Road Safety Improvement Scheme.

 

 

 

Members welcomed the development and raised the following:

 

·        What is the cost of the project

·        Level of speed of cars on approach to drop off at secondary school

·        Provision of pedestrian crossing to school side and to provide access to soccer pitch and bowling green

·        Allen Dolan submission for replacing grass area with paving

·        Traffic calming measures on approach to Strokestown

·        Reduction in traffic following completion of N5 Strokestown by-pass

·        Additional parking spaces (2) at graveyard and charge

·        School staff parking spaces could be changed to 1hr/2hr parking

 

 

John Freeman responded as follows:

·        Cost of project is €230 to €240k funding through TII Safety Scheme

·        Acknowledged speed issue and will look at that

·        Difficulty in providing pedestrian crossing as these can cause a hazard. Site will be developed across from school. 3 pedestrian controlled crossings before the school. Further development would see footpath expanded to town.

·        Replacing grass with paving would lead to illegal parking. Town Team requested grass area to facilitate drainage but a permeable surface could be an option.

·        Traffic will be reduced from 5,500 to 1,000 cars per day following by-pass, road will be downgraded.

·        There is insufficient space to allow for additional car parking at this location as there will be a 3m wide shared path inserted here.

·        Look at by-laws re 1hr/2hr parking limit and possible discussion with Board of Management

 

There will be a Speed Limit Review within the locus of the school.

Urban speed limit zone 50km/h to 30km/h

Upgrade current school signage – 200m in advance of school, 30Km/h – will help slow traffic at The Maples.

Boyle MD Fund 2025 - Proposal Applications for Approval

Minutes:

Members made the following points:

·        40 applications received, 36 approved for funding. 4 refused as it was agreed there were alternative funding sources available to them

·        Clarity required regarding funding for Christmas Lights, graveyards and tennis clubs

I call on Roscommon County Council to undertake a study to look at the requirement and/ or viability of traffic calming measures on the R369 at Edenaun, Elphin on the approach from Shankhill.

I call on Roscommon County Council to undertake a study to look at the requirement and/ or viability of traffic calming measures on the R369 at Edenaun, Elphin on the approach from Shankhill.

 

Response:

Roads Safety Section will undertake a study/survey to ascertain the requirement for traffic calming at this section of roads in 2025.

 

 

All Members supported the motion and welcomed the response from RCC.

Correspondence

Minutes:

Cllr. Tom Crosby read out a letter received from the Office of the Minister for Social Protection in response to letter issued from the Boyle MD following motion at meeting held on 7th February 2025:

 

 

That a letter would issue to Minister Dara Calleary, Department of Social Protection and Community Affairs to create a fund available to those who’ve had severe damage to property due to storm and who were not insured.

 

The letter gave details of Stages 1 to 3 under the Humanitarian Assistance Scheme and the terms and conditions under which individual could apply for assistance following Storm Eowyn.

Votes of Congratulations/Sympathy

Minutes:

A vote of sympathy was expressed to the family of Councillor Des Guickian, formerly of Leitrim Co Council who passed away on 22nd May 2025. 

 

A vote of sympathy to the family of Michael Cunningham, Kilvaloon, Ballaghaderreen who passed away on 15th April, 2025.

 

A vote of sympathy was expressed to the family of Tony O’Hara, Ballaghaderreen who passed way on 27th March 2025.

 

 

A vote of congratulation was raised for the organisers of the Rós Tailteann Stage 1 Drogheda to Boyle on Wednesday 21st May 2025.  Boyle was organised by Carmel Regan and Noel Feeley.  Members also thanked the staff of MD for their work and assistance in preparing Boyle town for the event.

Boyle MD Fund 2024 Project Proposal Amendment Assylinn Cemetery

 

On the PROPOSAL of Councillor Leah Cull

             SECONDED by Councillor Michéal Frain

It was AGREED to approve the amendment to the Project Proposal from Assylinn Cemetery under the Boyle MD 2024.

 

 

Members raised the following:

 

·       Any funding available for Assylinn Cemetery for the removal of trees?

 

Mr. Ivor Kilcline stated that he will discuss with the Area Engineer.

 

·       What is the procedure for Taking in Charge?

 

Mr. I Kilcline will discuss with Christina Fannon, Roads Section

 

Members discussed holding some of the MD Meetings at alternative venues, e.g. King House.

 

Members welcomed Mr. Sean Mullarkey, Director of Finance, Governance, Enterprise, Energy, Assets, Emergency Services & Boyle MD Manager with effect from 7th April 2025.
