Matters Arising

Minutes:

Cllr T. Crosby queried whether there was any update in relation to traffic measures at The Maples and Lisaree Residential Housing Estate.  Mr. Michael Conlon, Municipal District Co-Ordinator stated that double white lines had been installed and signage is on order.  Consultation is ongoing with the TII regarding the installation of warning lights.

Planning and Development Act 2000 (as amended), Planning and Development Regulations (2001) (as amended). Specified Development Part 8 - Provision of a Town Centre Public Realm Enhancement Scheme in Boyle

Minutes:

Cathaoirleach Liam Callaghan welcomed Ms. Majella Hunt, Director of Services, Adrian Kielty, Executive Engineer, Brian Farragher,A/Executive Planner, and Nollaig Whyte, Administrative Officer to the Boyle Municipal District Meeting.  This group made a presentation on the Part 8 Boyle Enhancement Scheme.

 

 The specified development as proposed is for the development of a public realm enhancement project, including the provision of a new layout to the Crescent in the town centre and new car parking layout in the existing car park in Shop Street in Boyle, Co. Roscommon.  The scheme also includes the provision of redesigned paving, lighting, soft and hardscaping in the Bridge Street and Shop Street area of the town centre.

 

 Pursuant to the provisions of Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of the Planning and Development Regulations 2001 (as amended), consultation responses were received from the TII and the Department of Culture, Heritage and the Gaeltacht. An internal response was received from the Planning Department.  The Chief Executives report has noted these.

 

  A total of seven submissions in respect of the proposed development were received.  Each submission in its entirety has been fully considered in preparation of this Chief Executives Report.  Having regard to the issues raised in the submissions in respect of proposals relating to the Crescent area, regarding traffic movement and car parking provision, it is the opinion of the Chief Executive that further consideration of the proposed layout for this area is required.  It is considered that any proposed amendments to this area would not be of a minor nature which could be facilitated under the current Part 8 process, in line with Part XI (Development by Local and State Authorities etc.), Section 179 of the Planning and Development Act 2000 (as amended).

 

It is therefore recommended that the proposed Crescent phase of works be postponed and subject to a separate Part 8 proposal in the future.  It is further recommended that the remaining works as set out in the development description be proceeded with under this current Part 8 Development proposal.

It is recommended that the development hereby presented, inclusive of amendments as set out in Appendix E and in line with the recommendations (reflected in plan detail in Appendix F (Revised Plan detail of Extent of works proposed under this Part 8 of this report be proceeded with.

 

Cllr Liam Callaghan thanked Mr. Brian Farragher, Acting Executive Planner, for his presentation stating the Members must now decide.

Cllr J Cummins noted the difficulty presented by the short time frame between the Members decision today and the date for the lodgement of the application (1st December, 2020) for funding.  He stated that the people of Boyle want to see the town improved but that greater consultation is needed in respect of the Crescent.  He stated it is prudent to postpone the decision for the Part 8 in respect of the Crescent and proposed that the remainder of the Part 8 should go ahead.

Planning and Development Act 2000 (as amended), Planning and Development Regulations (2001) (as amended). Specified Development Part 8 - Provision of a Town Centre Public Realm Enhancement Scheme and Redevelopment of the Former Courthouse in Elphin

Minutes:

Mr. Brian Farragher, A/Executive Planner introduced the Part 8.  The project was published on 22nd September, 2020 and an E.I.A. was carried out. The Chief Executive’s report was prepared. A response was received from the Department of Culture, Heritage and the Gaeltacht.  An internal response was received from the Planning Department.  An observation was received from the Chief Fire Officer.  All of these have been considered in the Chief Executive’s Report.  No submissions were received.

 

The proposed scheme for Chapel Street and Main Street aims to develop new shared spaces, which will become safe outdoor social destinations within the town centre.  A key motivation for this project is the creation of a strong sense of place, focusing on the key congregation points within the heart of the town. 

The proposed redevelopment of the former courthouse will see a complete refurbishment of this town centre focal landmark, providing a repurposed building with a multifunctional range of cultural and community services.

 

All of the Elected Members welcomed the Part 8 proposal.  Cllr V. Byrne stated that small towns need this type of investment and it will help make smaller towns more attractive to live in and conduct business.  Cllr. V Byrne thanked Roscommon County Council for all the hard work involved.  Cllr J. Cummins stated that every town needs a focal point.  Cllr T. Crosby stated that the fact that there are no submissions shows the communities endorsement of the project.  Cllr Crosby queried when money would be spent on enhancing Tarmonbarry village.

Cllr M. Mulligan, Cllr J. Murphy and Cllr Liam Callaghan welcomed the project for Elphin stating it would give a great boost to the area.

Cllr L. Callaghan queried when the application would be lodged and when would work commence.  Ms. Majella Hunt stated that the applications for Strokestown, Boyle and Elphin would be submitted on the 1st December, 2020.  It is a competitive process and there is no guarantee of success. No result is expected until next year.

Minutes:

All of the Elected Members wished to be associated with wishing Gerry Connellan , retiring Mart Manager in Elphin, well for the future. Cllr Byrne stated that as a Manager he could bring the farmer and the buyer together.

N4 COOTEHALL JUNCTION

Cllr L. Callaghan and Cllr Valerie Byrne queried whether there has been any indication from the TII in relation to work on this stretch of road.  Mr. Shane Tiernan, Director of Services stated that significant progress had been made with landowners.  Roscommon County Council has to reach agreement on a departure standard.  A dedicated Senior Executive Engineer has been assigned to the project.

 

 

N61 TULSK

Cllr V Byrne queried whether improvement work could be carried out on this stretch road.  Mr. Michael Conlon, Boyle Municipal District Co-Ordinator stated that the TII are working on barrier design and the pavement will be contingent on the type of barrier installed.  It is proposed to carry out minor works on the bridge outside Tulsk village

 

 

PEDESTRIAN CROSSING – CARRICK ON SHANNON

 Cllr V Byrne queried the current situation in relation to the pedestrian crossing going into Carrick-on-Shannon.  Mr. Michael Conlon, Municipal District Co-Ordinator stated that the work is complete other than to erect the hardware.

Cllr Crosby queried the current status of the pedestrian crossing.  Mr. Michael Conlon, Boyle Municipal District Co-Ordinator stated work is progressing as quickly as possible.

 

R368 – NEAR THATCH PUB

Cllr V. Byrne queried whether the road could be widened.  Cllr Byrne asked if it would be possible to purchase land to facilitate this.  Mr. Michael Conlon, Boyle Municipal District Co-Ordinator stated that funding is for road reconstruction and pavement works. Mr. Shane Tiernan, Director of Services, stated that it may be possible to make an application under the Low Cost Safety and Improvement Scheme in 2021.

 

 

TRANSITION YEAR PROJECT – SCOIL MHUIRE STROKESTOWN

Cllr J Murphy urged support for a project undertaken by 3 Transition Year students from Scoil Mhuire, Strokestown to raise money for Childhood Cancer Foundation Ireland
