Specified Development Under Part 8 of the Planning & Development Regulations 2001 - The Royal Hotel Site, Boyle.

Minutes:

Prior to the commencement of the meeting the members observed a one minute silence in memory of the late Kitty Duignan, former Councillor who died on Friday 7th December 2018. The Members paid glowing tributes to the late Kitty for her pleasant demeanour and dedication to her constituents and noted that she was the first Lady Mayor of Roscommon County Council. Condolences were expressed to her sister Mary, her brother Eddie, her son-in-law Paul Mulvey and Grandchildren Cathal and James.

 

Condolences were also expressed to Mr Darragh Kelly, Journalist present at the meeting, from Tulsk, on the death of his relative Ms Annie Kelly, Tulsk.

 

Specified Development pursuant to Part 8 of the Planning and Development Regulations 2001 (as amended) – The Redevelopment of the Royal Hotel Site, Boyle, Co. Roscommon

 

Mr. Adrian Kielty, Executive Engineer, outlined details of the Regulatory Procedures that were followed in relation to the proposed development. The Plans were sent to Statutory Bodies in accordance with Planning requirements.

The Chief Executive’s Report had been circulated to the members in which it was stated that the various reports in relation to the Specified Development set out hereunder had been considered:-

The proposed redevelopment of the Royal Hotel Site is to include:

 

·         Demolition of outbuildings to the side and rear of the original main structure

·         Refurbishment works to the original main structure (internal and external) into an Enterprise Centre and Exhibition Space

·         Works to include; roof repairs, replacement of windows, repairs/painting of the interior/exterior walls, replacement of floors, removal of exterior window shutters, installation of a lift to rear of original building and installation of heating/electrical equipment

·         Construction of a River Side Promenade with a canoe dock, lighting, seating and landscaping

·         Construction of a new Civic Space with acoustic shell, lighting, seating and landscaping to the rear of the original main structure

·         All other associated site and ancillary works

The location of the works is Bridge Street, Termon Td., and Warren or Drum Td., Boyle, Co. Roscommon.

 

Submissions were received from An Taisce, Transport Infrastructure Ireland and Irish Water.

Inland Fisheries also made a submission that was received after the deadline but had no issue with the proposals.

 

Mr. Shane Tiernan, Director of Services expanding on the details pointed out that the proposed redevelopment of the former Royal Hotel site is pivotal to the regeneration of the Town and when it comes to fruition would act as a catalyst for other development in Boyle.

            SECONDED by Councillor Liam Callaghan

It was AGREED to adopt the Part 8 Proposals for the Redevelopment of the former Royal Hotel Site as submitted.
