Roscommon Municipal District Meeting – 20th January, 2022

Roscommon Municipal District Special Meeting – 16th February, 2022

Minutes:

On the PROPOSAL of Cllr. Fitzmaurice

            SECONDED by Cllr. Waldron

It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting of 20th January, 2022.

 

On the PROPOSAL of Cllr. Dineen

            SECONDED by Cllr. McDermott

It was AGREED to adopt the Minutes of the Roscommon Municipal District Special Meeting of 16th February, 2022.

Matters arising from the minutes

Minutes:

The members raised the following matters –

·         Request for feedback on the TII walkability audit in Castlerea town in respect of pedestrian crossings and other safety issues due to the high volume of N60 traffic passing through the town.

John Mockler, Senior Engineer informed the members that the Roads Department are currently preparing a feasibility and options report on the high collision site between Hell’s Kitchen and St. Patricks Street and it will be brought to the members when it is concluded.

·         An update on the plans for Mote Park was requested

Majella Hunt, Director of Services reported that a successful meeting was held with Mote Park Conservation Group last week and discussions are ongoing with the Department as regards alternatives to the Tower with plans to submit a further submission under Outdoor Recreation for 2022.

·         An update on signage for Mote park was requested

Neal Geraghty, A/Municipal District Co-ordinator explained that Roscommon County Council requested quotations for dangerous signs for pedestrians and we intend to follow up on this. 

·         Request to replace benches in Mote Park under the Active Travel Programme

John Mockler, Senior Engineer advised that it would not be possible to fund the benches under the Active Travel programme but they could be applied for under the Roscommon Municipal District Fund with Majella Hunt, Director of Services advising that Outdoor Recreation, measure one could be another viable option.

Draft Roscommon Municipal District Road Works Scheme 2022 as part of the Schedule of Municipal District Works

Minutes:

John Mockler, Senior Engineer presented the Draft Schedule of Municipal District Works for 2022 including the Roads Programme 2022.  A general discussion regarding the Draft Roads Programme took place with the members welcoming the funding for 2022 and making the following comments –

·         If Goff Street and Church Street in Roscommon town could be included in the Roads Programme for 2023 if the URDF funding does not go ahead for any reason this year?

·         If funding could be considered in the future for a stretch on the N63 on the approach to Ballyleague from Roscommon?

·         If St. Teresa’s road could be included for a pedestrian crossing in the future?

·         If there was an allocation in the Roads Programme for installing flashing lights on the outskirts of towns and villages?

·         Signage for cyclists

·         The success of the work on the River Suck

·         If there are any plans for an upgrade of playground equipment at Loughnaneane Park?

 

John Mockler, Senior Engineer and Majella Hunt, Director of Services responded to the issues raised –

·         There are no plans at the moment for the stretch of road on the N63 leading into Ballyleague

·         Roscommon County Council hope to address St. Teresa’s road as part of the Active Travel Programme

·         There is no allocation in the Roads Programme for the provision of flashing lights

·         Roscommon County Council sometimes get money for signage and we will erect signs for cyclists where they will be most beneficial

·         There is no specific funding at the moment for playgrounds but Roscommon County Council supports the need for the upgrade and modernisation of the playground.  It was further suggested that the members ring fence money from the Municipal District Fund this year to match a potential grant from the Department of Children.

It was AGREED by all the members to adopt the Schedule of Municipal District Works including the Roads Programme for the Roscommon Municipal District for 2022.

Roscommon Municipal District Fund Scheme Guidelines 2022

It was AGREED by all the members to approve the Roscommon Municipal District Funding Scheme Guidelines for 2022.

Feedback from the Town Team Meetings

Minutes:

The Castlerea Town Team reported as follows-

·         They are currently finishing up projects in Castlerea regarding town enhancement and the exercise equipment at Somers Park

·         The AGM was held recently and six or seven new members are on board

·         They are currently looking at new projects and busy developing their programme for 2022

 

The Roscommon Town Team had nothing new to report since the last meeting.

Votes of Congratulations/Sympathy

Minutes:

Votes of congratulations were expressed to

·         Lisa O’Rourke, Castlerea who won the U22 European Boxing Title and her sister Aoife O’ Rourke who was crowned the middleweight champion of the 73rd Strandja International Tournament in Sofia

·         Convent of Mercy, Secondary School, Roscommon who were crowned All Ireland Senior Camogie Champions

·         The Roscommon Senior Football team who are through to Division one

 

Votes of sympathy were conveyed to

·         The Finan family on the passing of Thomas Finan R.I.P.

Minutes:

The following matters were raised-

·         Lack of car parking in the centre of Roscommon town in particular accessible parking and the difficulty it creates for people to get around.

Majella Hunt, Director of Services explained that the contractor was still in charge of the site and that the briefing about Market Square scheduled for 29th March will cover all parking issues including future plans for Market Square.

·         Request for civic receptions as follows to be approved

It was AGREED by all the members to approve the following civic receptions

·         Convent of Mercy Secondary School, Roscommon town who were crowned All Ireland Senior Camogie Champions

·         Holly Kilroe who won the All-Ireland Indoor Juvenile Athletics 400 and 800 metres

·         Lisa O’Rourke who won gold at the U22 European Boxing Championships in Croatia

·         Aoife O’Rourke who was crowned the middleweight champion of the 73rd Strandja International Tournament in Sofia

·         Fiona Tully who won the All-Ireland Intervarsity Ladies Open 40 x 20 Singles Handball and the USHA National Collegiates Ladies Open 40 x 20 Singles and Doubles Championship

 

NAMING OF ROADS WITHIN “THE NEW ESTATE” CASTLEREA

It was AGREED by all the members to complete the plebiscite process to name the first road, Knockroe Drive

Minutes:

It was agreed that thenext Roscommon MD Meeting will be held on 19th May, 2022 at 2 p.m.
