Minutes:

It was AGREED to adopt the Minutes of the Roscommon Municipal District meeting held on 15th July, 2021.

It was AGREED to adopt the Minutes of the Roscommon Municipal District Special “In Camera” meeting held on 29th July, 2021.

It was AGREED to adopt the Minutes of the Roscommon Municipal District meeting held on 5th August, 2021.

Matters arising from the minutes

Minutes:

The following matters were raised –

·         Cllr. Leyden requested an update on the previous Notice of Motion to lower the speed limit at Cloverhill National School and asked when we might be in a position to implement it.                                                                                                                                          

Neal Geraghty committed to following up the issue with John Mockler in the Roads department

·         Cllr. Shanagher enquired about moving the swift tower from Loughnaneane Park to the car park

Neal Geraghty confirmed that efforts are ongoing to provide an alternative location for the birds for next spring when they return

·         Cllr. Fitzmaurice enquired if there was any progress on the pedestrian crossing in Castlerea town

Neal Geraghty informed the members that he had received no update from the TII audit being carried out

Specified Developments under Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended) -  Construction of a Civil Defence Training/Administration Facility, County Council Archival Storage Facility and all associated site works at site No. 5 Ballyboughan Business and Industrial Park, Ballyboughan, Roscommon, Co. Roscommon.

 

Minutes:

Specified Developments under Section 179 of the Planning and Development Act 2000 (as

amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as

amended) - Construction of a Civil Defence Training/Administration Facility, County Council

Archival Storage Facility and all associated site works at site No. 5 Ballyboughan Business and

Industrial Park, Ballyboughan, Roscommon, Co. Roscommon.

John Keane, Chief Fire Officer presented the proposed development to the members as outlined in the Chief Executives report.  There were no submissions.

 

The members thanked everyone involved in bringing the project to this stage and acknowledged that this development will safeguard the contribution of the Civil Defence in County Roscommon into the future.  The important work of the Civil Defence and the commitment of the volunteers was commended.

Notice of Motion 3.21 - Cllr. Leyden

Minutes:

The following Notice of Motion and reply was read by Neal Geraghty.

 

That Roscommon Municipal Districtsupports the erection of a plaque in Loughnaneane Park on stone or other suitable material to mark the vital contribution of Mr. Vincent Brennan, former County Engineer, Roscommon County Council to the development of Loughnaneane Park in Roscommon Town”. 

RESPONSE

Roscommon County Council commissioned a Welcome sign for Loughnaneane Park in early 2020 but due to the global slowdown in manufacturing and production as a result of Covid-19 pandemic there was long lead time in the delivery of the sign to site.

The sign was installed at the Lough Road entrance to Loughnaneane Park on 14th September, 2021.

 

Roscommon County Council have acknowledged the contribution that Mr. Vincent Brennan County Engineer made to the development of Loughnaneane Park on the sign and also the sponsorship received from the ESB, Cold Chon Galway, Roscommon Leader Partnership Company and Roscommon Tidy Towns Association.

 

Cllr. Leyden and the other members welcomed the reply and commented on how well the sign looked.  She hoped that in the future that we could also consider installing a bench with his name on it as Loughnaneane Park is a wonderful testament to his vision for it.

Update on Roscommon Town Public Realm Enhancement Project

Minutes:

Neal Geraghty read out the following update on the Public Realm Project as provided by Senior Resident Engineer, Ciaran McAlary.

·         The works have progressed well in recent weeks and are now at the stage where Main St, Castle St and the top of the Square are open to 2-way traffic.

·         Footpath paving works have also been completed in these areas to allow free movement of pedestrians and access to all business premises.

·         Remaining works in the above areas include tree planting, street furniture and other works of a minor nature which will not affect traffic or pedestrian access.

·         The final phase of the works is now ongoing in the Square and to the west side of the Bank of Ireland, between ETL and the Post Office, and is still on programme for completion in early December 2021.

 

The members expressed their satisfaction on how the works are progressing with minimum disruption and the massive enhancement it means for Roscommon town.  The disrepair of the footpaths on Castle Street was discussed and the need to carry out work on the stretch from Murray’s Pub down to Rockford’s as it is a trip hazard.

Minutes:

Votes of congratulations was expressed to Christian Donlon, Goncalves, The Abbey, Cloontuskert on being the first Ballyboro FC player to be capped for the Ireland U15 soccer team.

The following items were raised-

·         The issue of speeding on the Lough road and the Walk was discussed and the need to look at other options for the Walk such as improved signage and speed ramps to slow the traffic down

·         The matter of access codes not working for the Council Chamber was raised and Majella Hunt agreed to get the cards activated again
