Adoption of the Minutes Roscommon Municipal District Meeting – 7th September, 2020 Minutes: On the PROPOSAL of Cllr McDermott SECONDED by Cllr Waldron It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting held on 7th September, 2020.

Matters arising from the minutes Minutes: The following items were raised – · Cllr. Shanagher requested additional signage for the area, in particular tourism signs · It was agreed that the tourism signs for Mote Park will be co-ordinated by the Tourism Officer · Cllr. Leyden indicated that the signage at Ballyleague is very out dated and not sufficient as we are within Ireland’s Hidden Heartlands On the PROPOSAL of Cllr Leyden SECONDED by Cllr Shanagher It was AGREED to send a letter to the Minister for Tourism and the Chief Executive of Fáilte Ireland requesting additional funding to erect tourism signage for Ireland’s Hidden Heartlands

Notice of Motion 2.20 - Cllr. Leyden Minutes: The following Notice of Motion and reply was read by Neal Geraghty into the record.
NOTICE OF MOTION FROM COUNCILLOR LEYDEN – 2/20 “That Roscommon Municipal District supports the development of Sustainable Energy Community: Energy Master Plans in a number of Roscommon Communities each year by providing the upfront funding which will be reimbursed by SEAI on completion of plans. By supporting our communities develop Energy master plans, Roscommon County Council will assist communities take practical climate action while also accomplishing actions in the Climate Action Charter”.
REPLY The Environment Section of Roscommon County Council will support communities in developing Energy Master Plans. This is on the condition that bridging finance provided, is fully reimbursed by the SEAI. A consultant with experience in producing Energy Master Plans has been invited and agreed to attend a Climate Action SPC Sub-Committee to discuss the process.
Cllr. Leyden acknowledged the reply and thanked Roscommon County Council for the positive response. Cllr. Leyden is presently the Chairperson of the Climate Action SPC Sub Committee. The members welcomed the motion and the need to support these communities. The following comments were made · Roscommon Transition Town are in the final stages of developing an energy master plan. The full cost of the plan of €15,000 can be reimbursed by SEAI · Other Local Authorities provide funding up front to communities and it is reimbursed in full to the Local Authority by the SEAI · It is important to support communities that are taking the initiative to develop energy master plans · Suggestion to link with other Local Authorities and what they are doing in this area · Cloontuskert are also in the process of preparing a plan with the support of Bord na Mona · The members acknowledged the issue regarding bridging finance. Cllr. Fitzmaurice suggested to bring this to the CPG for discussion
Martin Lydon responded to the items raised. Roscommon County Council have agreed to fund the cost of the plans upfront and recoup the funds from the SEAI. We are currently engaging with other Local Authorities on this matter.

A.O.B. Minutes: CIVIC RECEPTION REQUEST – Cllr. Shanagher On the PROPOSAL of Cllr Shanagher SECONDED by Cllr Leyden It was AGREED that Roscommon County Council honour at the next civic reception Fiona Tully. Fiona created history in Belfast by becoming the first person ever in Irish Handball to hold all the possible trophies available.
The following items were raised by the Members · Cllr. Fitzmaurice noted that the works at Ardeevin had commenced and requested a timeframe for the side filling and drainage works · The Members acknowledged the work of Roscommon County Council on the Cloonlarge loop in Kilteevan · Cllr. Fitzmaurice stated that the design of the junction at the turn off for Donamon is totally inadequate for large vehicles and very dangerous. All the members expressed disappointment with the TII as regards this issue and requested that it be addressed urgently
Neal Geraghty responded to the issues raised- · We are currently fencing in Ardeevin and securing materials for the job. We intend to work in Ardeevin until the end of the year and plan to include Ardeevin in the Roads Programme for 2021
