Roscommon Municipal District Meeting – 24th June, 2020

It was AGREED to adopt the Minutes of the Roscommon Municipal District AGM held on 24th June, 2020.

 

Following on from the adoption of the minutes Martin Lydon introduced Neal Geraghty, the Acting Municipal District Co-Ordinator for Roscommon, due to John Mockler taking up the role of Acting Senior Engineer.

The members all welcomed Neal and wished him well in his new position.  Neal thanked everyone for the good wishes and looks forward to working with everyone.

Matters arising from the minutes

Minutes:

The following items were raised –

·         The need for more signage in Mote Park to encourage drivers to slow down

·         Recognition of the work carried out on the pedestrian crossing at Mc Neills roundabout

 

Neal Geraghty updated the members on items raised at the June meeting. 

·         Cllr. Fitzmaurice had enquired why work had not taken place at the Lidl junction in Castlerea as Lidl paid a special contribution to widen the road to accommodate two lanes of traffic and upgrade the junction. 

Neal Geraghty explained that the roads office is currently in consultation with the TII to have a study carried out at the Junction of the R361 and the N60, with the anticipation of a design being advanced in early 2021 and upgrade works to follow thereafter.  Martin Lydon further clarified that the cost of this design will not be taken out of the special contribution fund.

·         Cllr. Fitzmaurice had also requested an update regarding the renaming of Knockroe Estate in Castlerea.  A map was submitted in April 2019. 

Neal Geraghty advised that Corporate Services have commenced gathering the names of the occupants of each house within the estate and cross checking this with the register of electors before commencing the plebiscite process.

Notice of Motion 1.20 - Cllr. Leyden

Minutes:

The following Notice of Motion and reply was read by Neal Geraghty into the record.

Notice of Motion from Councillor Leyden – 1/20

That Roscommon Municipal District addresses the concerns of residents in The Abbey, Cloontuskert by carrying out pruning of trees and cutting back dead branches, removing dead trees and tree stumps in the estate.  Cloontuskert Resident’s Association / Tidy Towns commissioned a Tree survey of the estate in 2018 with the support of funding from the Roscommon MD. It is important with so many residences in the area that the actions identified in the tree survey are carried out in particular in light of the damage that storms present”.

 

REPLY

“The Local Authority recognise the damage storms can cause to trees. Roscommon County Council is not required to maintain open spaces throughout the county of Roscommon. However, the Roscommon Municipal District will endeavour to assist the group in any way possible to seek appropriate funding to have the recommended works proposed in the tree survey carried out”.

 

Cllr. Leyden acknowledged the reply and thanked Roscommon County Council for the positive response.  Cllr. Leyden would like the trees that could cause damage to be identified over the coming weeks and necessary work carried out.  She voiced her concern regarding hazards as a result of storms and trip hazards resulting from tree stumps and hopes that short, medium and long term plans can be put in place.  The other members supported the motion and praised Cloontuskert for the great work they are doing in their area.

Approval of Civic Reception Request

Request from Councillor Shanagher:

“That Roscommon County Council honour at the next civic reception, Roscommon CBS Secondary School for their victory in the Irish Schools Senior Golf Title at the recent final held in Macroom”.

Feedback from the Town Team Meetings

Minutes:

Roscommon Town Team update included the following –

·         A submission was submitted on the County Development Plan

·         The CCTV project will be held off until next year

·         They hope to have the website and app launched in the coming months

·         They funded hanging baskets in Roscommon town

·         The signage has been erected at Roscommon train station as funded by the Creative Animation Funding Scheme.  This will help to promote heritage and tourism assets in County Roscommon.  The idea was originally put forward by the former Senator Terry Leyden.

·         The project to light up Roscommon Castle is well advanced

·         A lot of work has taken place in Loughnaneane Park

 

Castlerea Town Team update included the following –

·         The new painting scheme in Castlerea town is a great success and has improved the street scape considerably

·         The intergenerational walkway and the exercise machines in Somers Park have been a great hit with both the locals and visitors to Castlerea town

·         The town team are now looking at new signage for Castlerea town

·         There is an ongoing campaign to encourage people to come to Castlerea and use the new and improved facilities and in turn benefit the local economy. 

·         Funding was granted under the enhanced Town & Village Renewal Scheme and an outdoor cinema event is being planned.  This grant will be used to purchase outdoor seating, a generator and an outdoor cinema screen.  This will allow Castlerea to hold a number of outdoor events in the future.

·         Appreciation was expressed to everyone who helped out on all the various projects.

Minutes:

The following items were raised-

·         Cllr. McDermott raised the issue of ongoing speeding around Roscommon town especially at the Walk, Hawthorne Drive and Lisnamult.  He recently met with Fran Nicholson, Superintendent for Roscommon in this regard.  He put forward the idea of a fixed camera system as a way of dealing with the problem. 

Martin Lydon stated that Roscommon County Council would set up a meeting with Superintendent Nicholson and respond to the Members before the next meeting.

·         Cllr. Shanagher requested an update on the trees that were damaged in Loughnaneane Park by the storm.

Neal Geraghty clarified that 17 trees were down, other trees were damaged and will require work.  Vaughan Tree Services will carry out this work and they will put forward recommendations regarding the replacement of the trees.  

·         Cllr. Leyden referred to the tree planting plan for Loughnaneane Park and suggested the Roscommon Operational Area link with Majella Hunt in this regard.

·         Cllr. Leyden requested an update on the roads programme and expressed thanks for all the work carried out at Lisnamult.  However, she reminded everyone that a 30km road marking was agreed previously for Lisnamult. Cllr. Leyden also enquired about the resurfacing works at Ballintubber and the Walk, gullies and verges on the Golf Links road in addition to the funding application for the Slí na Sláinte route.

Neal Geraghty confirmed he would follow up on the road marking at Lisnamult.  He advised that there was no programme in place regarding the maintenance of gullies.  The tender came in on Friday for overlay works and the Walk is included as part of this.  The drainage will have to be done first and Neal agreed to revert with more information before the next meeting.  Martin Lydon will inform the members when he has an update on the funding for the Slí na Sláinte route.

·         Cllr. Dineen thanked Roscommon County Council for the work on the bridge in Termon and praised the local people and the landowners for their patience and co-operation. 

·         Cllr. Fitzmaurice enquired about the funding in the 2020 budget for capital works at Castlerea swimming pool and stated that it is the first year in 70 years that Castlerea pool did not open.

Martin Lydon explained that Roscommon County Council have undertaken survey work and tenders are being sought for various elements of the work.  The work will be carried out in advance of the pool reopening next year.  He also stated that there is an additional cost of reopening such facilities due to Covid-19.

·         Cllr. Fitzmaurice also enquired when works will commence at Ardeevin to correspond with the €25,000 allocation to start making the road wider.

Neal Geraghty confirmed that Anthony McDermott is working on this and agreed to inform the members what work will take place there and timing for those works.
