Minutes:

Planning and Development Act 2000 (as amended) & Planning and Development Regulations 2001 (as amended) - Notice in relation to Specified Development Provision of a Two Bay Bus Parking Area to serve Loughnaneane Park, Roscommon Town.

 

Majella Hunt outlined the details of the project to the members including the Part VIII procedure as outlined in the Chief Executive’s report (included with the Agenda).  This development is the first part of a two-part project and involves the creation of two bus spaces at the entrance to Roscommon Castle.  The second part of the project will involve the lighting of Roscommon Castle subject to Ministerial consent and an approved Part VIII under the Planning & Development Act 2000 (as amended) and Planning & Development Regulations 2001 (as amended).

 

A general discussion took place and the project was welcomed by the members.  The project is consistent with the Local Area Plan and the Roscommon County Development Plan.

It was AGREED to investigate the provision of a footpath from Castle Street towards Loughnanane Park in the future.

It was AGREED to investigate the provision of bus parking in the new town car park in the future.

It was AGREED to proceed with the development without amendment as outlined in the Chief Executives report.

Roscommon Town Centre – Market Square and Main Street Public Realm Enhancement Project

 

Majella Hunt outlined the details of the project to the members including the Part VIII procedure as outlined in the Chief Executive’s report (included with the Agenda).  This project will be carried out under the Urban Regeneration Development Fund along with matched funding. The overall project is estimated at €5.4 million approx. 

 

Majella Hunt stated that there were 32 submissions/observations received under the previous Part 8 and that they have been addressed where applicable in this new plan.  These submissions/observations related to two-way traffic and parking.  Roscommon County Council have engaged Aecom to assess the impact of traffic movements following the development and they have concluded that there will be no significant impact on traffic.  A total of nine submissions were received regarding the current Part VIII and six of them relate to traffic movements and parking.

 

A discussion took place concerning the availability of car parking in Roscommon Town and the requirement for extra parking for elderly people using the Post Office.

 

The following concerns were also raised;

·         The requirement to carry out the work on the footpaths during the Summer months

·         The need for minimum disruption during the Christmas shopping period

·         The requirement for the footpaths to be accessible

·         The need to accommodate casual traders and business people when works are taking place

·         The relocation of CCTV points in consultation with Roscommon Municipal District Office

·         The need for additional signage in Roscommon Town to show parking areas

·         The need to encourage staff working in the shops to use the car parks.

It was AGREED to designate 15 one-hour car parking spaces in the shared space area on the west side of the Market Square and two further one hour spaces leading to Doorly’s Corner.

It was AGREED to proceed with the development as outlined in the Chief Executive’s report subject to the amendment as proposed by Cllr McDermott.
