Notice of Motion 3.19 - Cllr. McDermott - Speed signs and street lighting

Minutes:

The following Notice of Motion and reply was read into the record and following that a brief discussion took place in relation to the need for drivers to reduce speed.  Cllr. McDermott acknowledged the reply and looks forward to the review in 2020.

 

Notice of Motion from Councillor McDermott – 3/19

That Roscommon County Council erect 30 km speed signs on Henry Street, Circular Road (side road) Roscommon Town and change existing street lighting to LED in the interest of safety. This road has a large increase in volume of traffic and residents and businesses on the road are concerned with the excessive speed of traffic presently.”

REPLY

Roads & Transportation response:  30 kph Speed limits on Henry Street and Circular Road, Roscommon Town (side road).

Following a review, revised Speed Limit Bye-Laws for Regional and Local Roads were approved by the elected members at the September meeting this year.

Any representations for further changes to the Bye-Laws will be retained on file for the next review.  The review will commence in 2020.

Feedback from the Town Team Meetings

Minutes:

A brief feedback was given by the councillors in relation to the work of the town teams which included;

·         Success in attaining a grant of €88k for Town & Village for Castlerea Town.

·         Progress of work in Loughnanane Park and the success of the town team in promoting these works.

Approval of Civic Reception Request - Cllr. K. Shanagher

Request from Councillor Kathleen Shanagher:

“That Rory Carthy and Carragh Kennedy from St Coman's Handball Club be honoured by a civic reception.  Rory won the U14 60x30 All Ireland handball final and Carragh won the U15 60x30 All Ireland Final”

Correspondence re. Local Link

Minutes:

The correspondence from the Minister for Transport, Tourism & Sport & from National Transport Authority was entered into the record and following a brief discussion it was agreed to invite Mr. Damien O’Neill, the Local Link Manager, to the next Municipal District meeting in January.

Minutes:

Cllr Fitzmaurice, Cllr Dineen & Cllr Waldron brought up the issue of the junction at Hell’s Kitchen on the N60 in Castlerea and again asked for a mini roundabout at this location to address concerns.

Cllr Dineen also brought up the issue of a pedestrian crossing near Supervalu on the N60 in the interest of safety.

Cllr Waldron praised the work being carried out by Harrington’s on the footpaths in Castlerea Town.

 

John Mockler responded by saying that this is not the first time these issues have been discussed at an MD meeting and that the Senior Engineer in Roads is aware of their concerns. On foot of the meeting John Mockler indicated that he would bring their concerns to the Senior Engineer once again. It was also noted that an uncontrolled crossing was to be provided on the N60, close to Benny’s Deli, as part of the current overlay contract. 

 

Cllr Shanagher asked the Engineer if he could look at the junction on Circular Road adjacent to the Mart and leading into Tesco’s. There is some damage being caused to shrubs in the area and indiscriminate parking on mart days.  She suggested that bollards could be a solution to the problem. John Mockler agreed to look into this for her.

Date of next Roscommon MD Meeting is Monday 20th January, 2020 at 2.30 p.m.

Minutes:

The date for the next Roscommon Municipal District meeting is Monday 20th January, 2020 at 2.30 p.m. There may be a need for a special meeting in December to discuss the Part 8 for the Roscommon Town Public Realm Project.
