Adoption of the Minutes - Roscommon Municipal District Meeting 20/03/2019

It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting held on 20th March, 2019.

Minutes:

The following matters were raised –

 

Cllr. Shanagher mentioned that work was required at the Supervalu carpark.

John Mockler indicated that the job will require significant finance so we will have to decide how we can fund it.

Specified Developments under Section 179 of the Planning and Development Act 2000 (as amended) and Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended) - 2 Lough Road

SPECIFIED DEVELOPMENT 1:

Proposed Residential Development at 2 Lough Road, Ardnanagh, Roscommon.  The Proposed Development will comprise of (a) construction of detached 3-bed single-storey residential unit to replace fire damaged dwelling, (b) all associated site works including construction of footpath, driveway, ducting for utilities, formation of new connections to existing foul and surface water drainage, and existing utilities.

Minutes:

Martin Lydon outlined to members the project along with the details of the Part VIII process as outlined in the Chief Executive’s report (included with the Agenda).  The proposed residential development at 2 Lough Road, Ardnanagh, Roscommon will comprise of a) construction of detached 3-bed single-storey residential unit to replace fire damaged dwelling, (b) all associated site works including construction of footpath, driveway, ducting for utilities, formation of new connections to existing foul and surface water drainage, and existing utilities.

 

Martin also informed the members that we received insurance compensation towards the rebuild.

 

The members welcomed the reinstatement of this dwelling and

            SECONDED by Councillor Shanagher

It was AGREED by all the members that the proposed development should proceed as outlined in the Chief Executive’s report without any variation or modification.

Approval of Civic Reception Request

Request from Councillor’s Shanagher & Leyden:

“That Roscommon County Council honour the CBS Roscommon Football team for winning the All-Ireland Colleges Senior Football B Final.”

Minutes:

On the PROPOSAL of Councillor Leyden

            SECONDED by Councillor Shanagher

It was AGREED by all the members to hold a Civic Reception to honourthe CBS Roscommon Football team for winning the All-Ireland Colleges Senior Football B Final.  Congratulations was extended to everyone involved in bringing this All Ireland Title back to Roscommon.

Approval of Civic Reception Request

Request from Councillor Leyden:

“That Roscommon County Council honour Siobhan Hoare of the Kilbride, No Name Club for winning the All Ireland No Name Club Hostess of the Year 2019”.

It was AGREED by all the members to hold a Civic Reception to honourSiobhan Hoare of the Kilbride, No Name Club for winning the All Ireland No Name Club Hostess of the Year 2019.

Update on Antogher Road

Minutes:

A discussion took place into the design proposal for Antogher Road. Due to the fact that land will be required it was agreed to approach landowners prior to any formal Part 8 procedure. The constraints on the design will more than likely result in a full closure of Antogher road at the N63 Galway Road end.

Feedback from the Town Team Meetings

Minutes:

The Roscommon Town Team

  • Thanked all involved with the rollout of the CCTV project in Roscommon town and believes that it will be a great asset to the town.  They would like to see work continuing towards the rollout of phase 2 of the CCTV project.
  • Received funding from Creative Ireland for erecting images of the town at Roscommon Train Station
  • Received funding towards a diaspora & genealogy conference

 

The Castlerea Town Team are

  • Supporting the Hospice cycle and the Darkness into Light walk
  • Looking into a colour scheme for the town
  • Hope to get directional signs for the town erected soon
  • The O’Sullivan Beara walking route is progressing well

  • Cllr. Shanagher expressed thanks to the candidates who supported the no poster election campaign
  • On the PROPOSAL of Councillor Shanagher

      SECONDED by Councillor Connolly

It was AGREED by all the members to hold a Civic Reception to honour Carragh Kennedy for winning the All Ireland Under 15 Singles 40 x 20 title in handball and also Fiona Tully, representing DCU retained her Colleges All Ireland 40x20 Open Singles title.
Fiona also took silver in the Ladies Open Singles and Doubles at the USHA Collegiate Championships in Minnesota, reached semi-final of Ladies Open Singles and final of Ladies Open Doubles in the All Ireland series. Fiona is currently ranked number 3 in Ireland in the Senior Ladies GAA Handball rankings.
    

  • The launch of the Táin Arts Exhibition will take place on Thursday 16th May at Áras an Chontae, Roscommon.
  • The French Ambassador will unveil a new street sign “Alleé de Chartrettes” to mark our 21st twinning anniversary with Chartrettes and a welcome reception will in held in Áras an Chontae, Roscommon.
  • Low cost safety measures were requested at the Walk, Castle Street, Henry Street and Lisnamult. 
  • The Part 8 for the Roscommon Town Enhancement Scheme was mentioned.  It was remarked that it would have been better to engage with the landowners and residents of Ciaran’s park beforehand.  It was suggested that the town car park or the area beside the Teagasc office might be more appropriate for bus parking.  Martin Lydon indicated that he would not comment on the Part 8 at this stage as the process is ongoing.  The deadline for submissions is 31st May, 2019.
  • A request was made to widen the entrance at the new car park as there have been numerous complaints by the public that it is too narrow.
  • Thanks was expressed to everyone involved in preparing for the Lamb Festival.
  • The members thanked all the staff of the Roscommon Municipal District and the media.
  • Appreciation was expressed by everyone to Cllr. Michael Creaton for his service to local politics and how he conducted himself as a member of Roscommon County Council.  He was wished every happiness for the future.
  • Cllr. Michael Creaton thanked everyone and wished the other members good luck in the Election.
  • Martin Lydon wished Cllr. Creaton a happy and healthy retirement and commented that he was a gentleman, a man of principle and hard work with steely determination to deliver for his constituents.  He will be a great loss to Roscommon County Council.
  • The members were all wished good luck in the forthcoming Local Election.
