Roscommon Municipal District Budget Meeting – 18/10/2018

It was AGREED to adopt the Minutes of the Roscommon Municipal District Budget Meeting held on 18th October, 2018

Matters arising from the minutes

Minutes:

An update was requested on the CCTV project.

John Mockler confirmed that the CCTV was installed in Roscommon Garda Station and the Garda are using it.  They are still working to improve the quality of the recordings.  A date for a formal launch has not yet been agreed. 

 

The members welcomed the additional funding received from the Department for roads urgently in need of upgrading. 

 

Martin Lydon confirmed that the Roscommon MD budget for Local Roads Ordinary Maintenance was adjusted back to reflect the decision of the members at the October Budget meeting.

Naming of 53 unit housing development at Clooneybeirne, Roscommon (adjacent to Cluain Fraoigh)

It is proposed to name the housing development:

“East Gate” (An Geata Thoir) – from the Roscommon heritage site there was a ‘substantial protective gate’ called The East Gate near the present day junction of Chapel Lane and Main Street. It disappeared sometime between 1808 and 1836.  Since Lanesboro Road/N63 is the modern day eastern approach to the town the estate is proposed to be named ‘East Gate’

 

 

Minutes:

Martin Lydon explained that the new housing development needs a name in principal to allow contract documents to proceed.  He clarified that the name agreed today need not be the final name of the housing development.  A discussion took place regarding the names being put forward which are “East Gate”, “Douglas Drive” and “Rathcomain”.

It was AGREED to name the proposed development “Douglas Drive” for the moment with the members requesting that other names should be considered in the long term.

Naming of "the new estate" at Knockroe, Castlerea

Minutes:

John Mockler presented a drawing showing the area and explained that the new estate at Knockroe is there since 1974.  Cllr. Fitzmaurice explained that the current system is causing problems due to some house numbers overlapping and no clear boundaries between the areas concerned.  That is why it is being proposed here today to re-name the two areas concerned “Knockroe Drive” and “Old Canal Road”.

 

It is a formal process and a reserved function of the Local Authority.  The formal legal process requires a plebiscite.  A full list of names consisting of everyone on the live register has to be advertised as everybody on the live register has to be sent a ballot paper.  If the majority of people agree on a name, then it can be approved by the members.  Then the information can be sent to An Post and addresses and eircodes will be subsequently updated. It was agreed to meet with the local people first to discuss possible names and that will commence the process.

Approval of Civic Reception Request

Request from Councillor Orla Leyden:

“That Roscommon County Council honour at the next civic reception, Thomas Higgins for winning the Ulster Boys Amateur Open Championship 2018”

Thomas is a pupil in the CBS, Roscommon Town and past pupil of Fuerty N.S.

It was AGREED to hold a Civic Reception to honour Thomas Higgins for winning the Ulster Boys Amateur Open Championship 2018.

 

On the PROPOSAL of Councillor Connolly

It was AGREED to hold a Civic Reception to honour Fiona Tully for her outstanding achievements in handball and for winning All Ireland Titles in Ladies Handball.

Feedback from the Town Team Meetings

Minutes:

The Castlerea Town Team are

·         Helping out with the Christmas Lights

·         Promoting Castlerea town

·         Organising a shop local campaign for Christmas

·         Looking at potential projects for the town

·         Working with people to utilise the Old Fire Station in Castlerea town

 

The Roscommon Town Team

·         Requested an update on funding for the town park under the Town and Village Renewal Scheme

·         They are delighted that the CCTV is up and running in Roscommon Town

·         They are also trying to promote shopping locally for the Christmas

·         The town team are planning other events and workshops in February such as Yoga and Pilates

·         The health promotion event “Pep in your step” that was held in Áras an Chontae was a great success

John Mockler explained that the Town & Village renewal scheme was being co-ordinated by Community & Enterprise.  John will get an update from them and forward it on before the next MD meeting.

VOTES OF CONGRATULATIONS were extended to

Fuerty GAA on winning the Roscommon Intermediate Football Final

Ballintubber Village & Tulsk Action Group for their recent achievements at the IPB Pride of Place Awards

 

VOTES OF SYMPATHY were extended to

The McGuinness family, Roscommon Town on the death of Simon McGuinness

The Waldron Family, Cloonfower, Castlerea on the death of Michael Waldron

Minutes:

The following additional items were discussed –

·         Praise for the excellent job done on roads around Market Square and Castle Street.

·         Appreciation for additional one-hour green parking spaces in Roscommon Town.

·         Update on the Antogher Road project design. 

·         Footpaths from Hannon’s Hotel over to the Golf Links.

·         Drainage system for The Walk, Roscommon.

·         Improvements to the junction at Lidl in Castlerea and the need for a second lane.

·         Mini roundabout at the Hell’s Kitchen junction in Castlerea.

·         There was a request for the work due to be carried out on Main Street in Castlerea next year be done in the evening or during the night and that the work should not be carried out before June 2019. 

·         Pedestrian crossing at Benny’s Deli in Castlerea

·         John Mockler responded to some of the above queries. 

o   Martin Lydon & John Mockler are to meet with the Senior Engineer in Roads to advance the Antogher Road scheme.

o   The TII gives a set allocation for road projects and that will determine if the work in Castlerea will be done during the day or at night time.  The design and the traffic management plan will take all constraints into consideration. 

o   In relation to all other items John Mockler reminded the members that these issues had been discussed before with the Senior Engineer in Roads and that it was not possible to prioritise all the issues under the Capital Investment Programme.
