It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting held on 15th January, 2018

 

9.18

Report on proposed Part VIII for the development of a car park & amenity area at Castlerea Swimming Pool situated at the Demesne Townland, Castlerea, Co. Roscommon

Minutes:

John Mockler outlined to the members the background to the project along with details of the Part VIII process as per the Chief Executive’s report (included with the Agenda). 

 

On the PROPOSAL of Councillor Fitzmaurice

            SECONDED by Councillor Dineen

It was AGREED by all the members that the proposed development should proceed as outlined in the Chief Executives report without any variation or modification.

 

10.18

Declaration of a Public Road located within Westview Housing Development at Cloonfad East Townland, Cloonfad, Co. Roscommon

It was AGREED that the road located within the Westview Housing Development at Cloonfad East Townland, Cloonfad, Co. Roscommon be declared a public road.

Festivals & Events Grant Scheme 2018

Minutes:

John Mockler outlined the details of the new Festivals & Grant Scheme for 2018 and clarified that the Roscommon Municipal District will still accept applications of a capital nature under the Roscommon Municipal District Fund Grant Scheme 2018.

Feedback from the Town Team Meetings

Minutes:

  • Councillor Leyden informed the meeting that the Health & Wellbeing weekend organised by the Roscommon Town Team was a great success.  It showcased the town and practitioners involved in delivering the holistic services.  In addition it created a new awareness of the work of the town team and facebook and social media interaction has improved since the event.
  • Councillor Leyden also reported that Minister Ring will launch the Beara Breffni Way Heritage Stamps in the Abbey Hotel on 9th April, 2018.  This is significant for the whole of County Roscommon and a new Suck Valley website is also being developed.

 

  • Cllr. Fitzmaurice reported that great work has been done on the youth space at Barrack Street in Castlerea town which will be an exciting project for the town.

 

  • Overall the town team has really enhanced Castlerea Town and it is a great way of connecting with people.  It is hoped to progress various other projects over the next few months.

·         Letter from Ballyleague Christmas Lights Committee attached

Minutes:

The contents of a letter from Minister Denis Naughten was noted by all regarding our request for the installation of fast charging units for e-cars in Roscommon.

 

The contents of a letter to Ballyleague Christmas Lights Committee was noted and it was agreed by all the members to reply to this group and advise them that a joint application from the Ballyleague/Lanesboro Collaboration Group will only be accepted from the group itself after it has been formed.

Minutes:

The following items were raised

·      The schedule of footpaths requiring work in Roscommon Town

·      Failure by the ESB to reinstate the site after they carried out work at the Walk

·      Request for Roscommon MD to write to EIR concerning the very bad condition of the manhole covers on some footpaths as they are a potential trip hazard

·      Acknowledgement of the work carried out in Portrun in such a short time frame

·      Request for information on Clár Funding Scheme and funding for Safety Work at Schools

·      Weight restriction requested for the Walk

·      Request for a pedestrian crossing on Circular Road in the vicinity of the Walk

·      Update requested on works at Main Street & Lanesboro Street and a request that Abbey Street be added to the Schedule of Works for 2018

·      Update on Local Improvement Scheme applications received

·      Request for a pedestrian crossing at the Nursing Home in Ballyleague

·      Request for a mini roundabout at Hells Kitchen in Castlerea

·      Request for a pedestrian crossing at Cahills Supervalu in Castlerea

·      Request for a pedestrian crossing at the Brothers of Charity in Castlerea

·      Update requested on pedestrian crossing at Castle Street, Roscommon which is part of the Capital Programme and also the Roscommon Town Plan.

·      Request that the pedestrian crossing at Main Street in Castlerea be painted in 3D as a pilot project to see if it would slow down traffic approaching the crossing

·      Request for yellow box at the entry to Castlerea Prison to allow access for emergency vehicles

 

Eugene Dwyer responded to the issues raised

  • The full programme of works for the footpaths is not yet finalised
  • Agreement to consult with ESB regarding unfinished work
  • Agreement to write to EIR concerning potentially dangerous man hole covers
  • The letter we received stating the dates of future funding announcements will be copied and sent out to all of the Members
  • Roscommon County Council received over 200 LIS applications.  29 applications were received in the Roscommon Area and 36 applications in the Castlerea Area.  A procedure for prioritising the applications will have to be agreed on.
  • Eugene Dwyer informed the members of the huge infrastructure deficit in County Roscommon and the increased need to prioritise works to be done with the very scarce resources available. The income received from development contributions is constantly declining which leaves less money for carrying out additional jobs. Therefore realistically the money will not be there to insert all these pedestrian crossings.  Maybe the members should look at the capital programme that was agreed and if need be some parts of it could be amended to switch money to facilitate the carrying out of other priority works.
  • Eugene Dwyer informed the members that the footpath would need to be widened on Castle Street before any work could be carried out on a pedestrian crossing.  All the work would require a Part 8 process and business owners will not want to lose their parking spaces.  Eugene Dwyer acknowledged that widening the footpaths was not planned as part of the initial pedestrian  ...  view the full minutes text for item 15.18
