It was AGREED to adopt the Minutes of the Roscommon Municipal District Meeting held on 18th December, 2017

 

3.18

Matters arising from the minutes

Minutes:

The members referred to the following items:

  • The business people of the town are very pleased with 1hr car parking spaces and are requesting more spaces on Castle Street and Church Street.  Work is ongoing as regards encouraging business employees to use the town car parks and leave the on street car parking for shoppers
  • Update requested on when the additional one hour parking spaces will be completed in Castlerea and a request that the e-car spaces be touched up at the same time
  • Update requested on the Antogher road project
  • Update requested on the overlay programme and a request that it starts earlier in 2018
  • Request for the road from Harristown into Castlerea to be done this year
  • Update requested on works required at Lisnamult as design is needed within 6 – 8 weeks so that an application can be made under the Town & Village Renewal

 

Eugene Dwyer and John Mockler responded to the issues raised:

  • There is not enough width on Church Street or Castle Street to allow one hour car parking spaces but other appropriate areas in the town will be considered
  • Eugene Dwyer confirmed that the Part 8 for the Antogher road project will be progressed in 2018.  It is on the programme of works for 2018 and hopefully good progress will be made by the summer.  It is planned to carry out a traffic count in the morning at both ends of Antogher road
  • Eugene Dwyer indicated his intention to move the overlay programme forward as quickly as possible this year but we are experiencing delays due to Irish Water carrying out work on the same roads
  • Eugene Dwyer agreed to look to see what work was required in Lisnamult and to explore drainage options

It was AGREED to write to Minister Naughten to ask him to accelerate the installation of fast charging units for e-cars in Roscommon.

 

4.18

Review of Roscommon Municipal District Funding Scheme

Minutes:

After some discussion it was decided not to make any changes to the Municipal District Fund Scheme for 2018.

 

John Mockler informed the members that Community & Enterprise want to look at all applications submitted and may make some comments before the allocation process takes place.  This will also decrease any possibility of double funding the same projects under different schemes.

 

5.18

Feedback from the Town Team Meetings

Minutes:

  • Councillor Leyden informed the meeting that Roscommon Town Team are organising a Health and Wellbeing event for the weekend of 3rd and 4th February.
  • John Mockler reported that the CCTV project is progressing well.  The ESB connections are paid for and ducting and poles will be done soon.  The CCTV project is nearly ready to go for pricing and hopefully we will see substantial progress in the next two months.

 

  • Cllr. Fitzmaurice reported that Minister Naughten launched the Castlerea Integrated Town Plan in November 2017.  The plan is a blueprint of what the Castlerea Town Team, Castlerea Enterprise Committee and the Town Trust plan on achieving over the next 4 years.
  • John Mockler reported that the Castlerea Town Team are nearly ready to get prices for the project at the Square in Castlerea town which will see the removal of the bus shelter
  • The Castlerea Town Team hope to progress other projects during the year

-          Aisling Hanley from Kilteevan who represented Ireland on the Ireland Deaf Women’s Futsal team in the European Championships in Holland

Minutes:

  • The members acknowledged the input of the Rural Recreation Officer regarding the applications for walk ways and welcomed the funding allocated to County Roscommon.
  • The members also thanked all the staff of Roscommon County Council who contributed to the fine results achieved at the IBAL awards recently.
  • Concern was express regarding a tree felling licence that was submitted recently by Coillte for an area at Mote Park.  The application should be invalid as the townland was stated as Ballymartin Beg instead of Derrydonnell.  Mote Park is an important amenity area and for that reason

It was AGREED to write to the Chief Executive to request that he places a Tree Preservation Order on Mote Park and in particular the area of Derrydonnell.

·      The lack of name plaques for housing estates within the Roscommon Municipal District was raised and

It was AGREED that the Roscommon County Council check that all estates have name plaques.

·      The bad state of the footpaths in Roscommon town and the town park was discussed.  Eugene Dwyer reported that an Engineer was appointed to survey all footpaths and prioritise areas for carrying out works.  He agreed that wheelchair users will be taken into consideration when works are being planned.

It was AGREED that Roscommon County Council should purchase 2 multi use petrol sweepers, one for each town.

Eugene Dwyer confirmed that he would look into this and that he had already requested Ivor Kilcline to look into purchasing this type of equipment.

·    A further discussion took place about the dangerous condition of the footpaths in Roscommon town due to the snow before the Christmas.  Councillor Leyden was disappointed that more was not done to clear the footpaths at such a busy time for businesses within the town.  She requested a plan is put in place that will see footpaths cleared in the towns if we have snow in future. 

·    Councillor Fitzmaurice requested that the IT Department provide a link on facebook that will show a map of the roads being salted

·    A discussion took place surrounding the whole area of who is liable if Roscommon County Council were to give out salt for spreading as some other Local Authorities currently do this.  Eugene Dwyer explained that we are still awaiting clarity on this from the Attorney General.

It was agreed to write to Minister Naughten and request that he follows this up with the Attorney General

·      Eugene Dwyer reminded all the members to discuss their road work priorities with Eugene Sheerin and Anthony McDermott so that the Roads Programme for 2018 could be compiled.
